Description

The Naval Air Systems Command (NAVAIR) intends to negotiate a Firm-Fixed Price (FFP) contract on an other than full and open competition basis with ITT Exelis, 1500 New Horizons Blvd., Amityville, NY 11701-1130. The anticipated order is for the required effort to procure P-8A Poseidon BRU-75 and BRU-76 bomb racks, technical data, and engineering support. The Government plans to issue an Advance Acquisition Contract (AAC) for long lead material and associated efforts supporting this procurement. This action shall be procured pursuant of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' ITT Exelis, is the sole designer, developer, and manufacturer of the BRU-75 and BRU-76 bomb racks integrated into the Navy's P-8A platform with the detailed knowledge to allow them to perform the update in a timely and cost effective manner.
