- This is a sources sought synopsis only, (not a pre-solicitation notice pursuant to FAR part 5). The purpose of this notice is to gain knowledge of potential qualified sources and to determine if enough competition exists in the market place to set any resulting solicitation aside for Socioeconomic Small Business: 8(a) Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses (WOSB), or Service-Disabled Veteran Owned Small Businesses (SDVOSB). Responses to this notice shall include the following: (a) Company Name, (b) Address, (c) Cage Code, (d) DUNS Number, (e) Point of Contact, (f) and specific socioeconomic small business category i.e. 8(a), HUBZONE, Women-Owned, Service-Disabled Veteran-Owned, etc...). In addition, the respondent must provide a Capability Statement that addresses the organization's qualifications and ability to support and perform as a prime contractor the work described below. NAICS code : 611430 Size Standard: $10,000,000.00 Description: The contractor shall provide non-personal services in support of Air Force Basic Military (BMT) Training at Lackland Air Force Base, Texas. The contractor will perform services compatible with BMT training facilities, operating capacity and equipment for the application of advanced survey methodology and statistical analysis to develop and implement effective organizational and/or individual behavioral change strategies involved in the deliberate development of military training instructors (MTIs) through their direct supervisors and continuation training. This work is needed to help Air Force leaders better understand trends related to the BMT organizational climate and behavior of MTIs within BMT, to include but not limited to the general BMT environment, trainee and MTI well-being, maltraining and maltreatment and sexual assault. Qualifications: Interested contractors must provide the following personnel: 1) Behavioral Analyst - Doctorate degree in psychology, sociology, or other related social science discipline reflecting advanced training in quantitative research methods - Minimum of three years experience managing, administering, and analyzing, organizational surveys and preparing reports or briefings of findings. - Knowledge of survey research methodology - Knowledge of program evaluation methods and techniques - Knowledge of scientific literature on effective strategies to promote organizational change - Knowledge of federal regulations governing human subjects research activities. Completion of Collaborative Institutional Training (CITI) or equivalent training or experience working with Institutional Review Boards preferred. - Proficient using computer software for statistical analysis (for example, SPSS, SAS, STATA, R) - Proficient in Microsoft Office (PowerPoint, Excel, Word) - Excellent analytical skills - Excellent written and verbal communication skills - Excellent oral presentation skills - Excellent interpersonal skills and ability to work effectively as a member of an interdisciplinary team - Although not required, a working knowledge of organizational misconduct, to include sexual harassment and interpersonal violence, is preferred 2) Behavioral Development Specialist - Minimum of two years or more experience with administering and interpreting MBTI results. - Certified in MBTI and EQ-I tools. - Minimum of two years in conducting some type of feedback 360 process. - Experience in teaching how to apply personal conflict management tools. - Minimum of two years or more experience in experiential learning, facilitation and group facilitation techniques. - Minimum of a bachelor's degree in psychology, sociology, organizational development or related field. - Minimum of two years of experience training trainers. - Although not required, prior experience working with military organization is desired. 3) Data Processor/Survey Administrators - Must be physically fit; able to walk up and down 42 stairwells (to 1st level) within seven geographically separated training facilities to collect trainee feedback forms at those locations, as well as several other ground level locations, three times per week. Place of Performance: This service/support would be performed at JBSA Lackland and/or military installations in San Antonio, TX. This survey is to determine the capability of potential socioeconomic small business sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Socioeconomic small businesses and small businesses are encouraged to participate in this survey.
