- REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT (SS) NOTICE Solicitation Number: W15P7T-13-R-A424 Topic Number: S0801 Title: Digitally Tunable RF Filters Division: Antennas and Spectrum Analysis Division Technical POC: Dan Morrissey, 443-395-7479, daniel.r.morrissey3.civ@mail.mil This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. Description: US Army CERDEC, Aberdeen Proving Ground, MD, is seeking information on digitally tunable RF filtering technology that will enable interoperability for multitude of electronic systems on-board of a ground vehicular platform; with specific focus on communication systems. The goal of this RFI is to identify vendors that can meet the specifications delineated, and for the government to understand the vendor's current technology and engineering tradeoffs. The center frequency shall not display any jitter greater than 100 ppm when set over all operating conditions. 1.1.4. Tunable Notch Filter Pass band Specifications: 1.1.4.1.Frequency Range: The minimum pass band frequency shall be 100 MHz The maximum pass band frequency shall be 2,500MHz 1.1.4.2.Insertion Loss: The pass band insertion loss shall be.8.4 dB under all environmental and operating conditions 1.1.4.3.Input and Output Return Loss: The input and output return loss over the entire pass band frequency range shall not be greater than -14 1 dB. 1.1.4.4.RF Input Power: The Tunable filter must be able to withstand continuous average RF power of 48 dBm + 3 / - 0 dB as an (threshold) 51 dBm + 2 / - 0 dB as an (objective) 1.1.4.5.Group Delay Variation: The group delay variation measured over any contiguous 30 MHz Pass Band segment shall not exceed 5 usec. (TBR) 1.1.4.6.Linearity It should be assumed that multiple tones can be placed anywhere in the passband at the input of the filter. The total average power of N tones shall not exceed the Input power level referenced in section 1.1.4.4. The intermodulation products or any other spurious signal as a result of random tone separation at the input of the filter shall not exceed 120 dBc as an (Threshold) referenced to the threshold input power level 130 dBc as an (Objective) referenced to the objective input power level 1.1.4.7.Noise Power Output The noise power output contributed by the Tunable filter shall not exceed -154 dBm/Hz under all operating conditions including the tuning cycle. 1.1.4.8.Harmonics & Spurious Reference MIL-STD-461E CE106 for threshold limits All spurious signals not related intermodulation distortion products shall not exceed -70 dBm under all conditions. 1.1.5. Tunable Notch Stop band Specifications: 1.1.5.1.Stop Band Frequency Input / Output Return loss: The input and output return loss over the entire stop band frequency range shall not be greater than -7 1 dB. 1.1.5.2.Frequency Range: The minimum notch tuned center frequency shall be 225 MHz The maximum notch tuned center frequency shall be 451 MHz 1.1.5.3.Notch Depth: The notch depth shall be 80 5 dB. 1.1.5.4.Notch Bandwidth: The notch bandwidth referenced shall be 2 MHz for a notch depth less than 75 dB. 1.1.5.5.Notch shape factor 1.1.5.5.1.2dB bandwidth: The 2 dB Bandwidth shall 3% 1.1.5.6.Notch Center Frequency Step Size: The threshold notch center frequency step size shall be 1.25 MHz The objective notch center frequency step size shall be 0.8 MHz 1.1.5.7.Power Handling: The Tunable filter must be able to withstand continuous average RF power in the stop band of 43 dBm 3 dB as an (threshold) 46 dBm 3 dB as an (objective) When exposed to these power levels the Tunable filter must adhere to the Linearity, Noise Power output and Harmonics and Spurious requirements referenced in the pass band specification. 1.2.Tunable Band pass Filter 1.2.1. Reference port Impedance: 50 1.2.2.Tuning Time: Shall not exceed 17.5 2.5 s at the receipt of the control message at the connector. 1.2.3.Tuning Accuracy & Center frequency Jitter Tuning Accuracy: Shall be within (Center frequency) Fo +/-.3% maximum once the tuning time has expired. Tunable Band Pass Filter Pass band Specifications: 1.2.4.1.Frequency Range: The minimum pass band frequency shall be 225 MHz The maximum pass band frequency shall be 451 MHz 1.2.4.2.Insertion Loss: The maximum pass band insertion loss shall be 1.25.25 dB under all environmental and operating conditions. 1.2.4.3.Pass band Shape Factor 1.2.4.3.1.30dB Bandwidth: The 30 dB Bandwidth shall be 1.8% (TBR) 1.2.4.3.2.45dB Bandwidth: 4.3% The 45 dB Bandwidth shall be 4.3% (TBR) 1.2.4.4.Input and Output Return Loss: The input and output return loss over the entire pass band frequency range shall not be greater than -19 1 dB. 1.2.4.5.RF Input Power: The Tunable filter must be able to withstand continuous average RF power of 48 dBm + 2 / - 0 dB as an (threshold) 50 dBm + 2 / - 0 dB as an (objective) 1.2.4.6.Group Delay Variation: The group delay variation measured over any contiguous 5.0 MHz Pass Band segment shall not exceed 1 usec. It is assumed that the stop band shall roll off be asymmetrical in accordance with the topology of the filter design free from significant resonances in the low and high side stop bands. 1.2.5.3.Power Handling: The Tunable filter must be able to withstand continuous average RF power in the stop band of 41 dBm 1 dB as an (threshold) 45 dBm 2 dB as an (objective) When exposed to these power levels the Tunable filter must adhere to the Linearity, Noise Power output and Harmonics and Spurious requirements referenced in the pass band specification. 2.ENVIRONMENTAL SPECIFICATIONS: 2.1.OPERATING TEMPERATURE: -40 to +65 C 2.2.STORAGE TEMPERATURE: -46 to +85 C 2.3.HUMIDITY: 95% WITH CONDENSATION (I.E. MIL-STD-810F, METHOD 507.4) 2.4.ALTITUDE: MIL-STD-202G, METHOD 105C, TEST CONDITION A 6 (OPERATING TO 15K ft.) 2.5.FUNCTIONAL SHOCK: MIL-STD-810G, METHOD 516.6, PROC I (20G, 11MS, SAWTOOTH, 18 SHOCKS) 2.6.CRASH SAFETY SHOCK: MIL-STD-810G, Method 516.6, Proc V (75G, 6 msec, 12 SHOCKS) 2.7.VIBRATION: Wheeled Platforms. The system shall meet the vibration profiles for Ground Tactical Wheeled platforms based on MIL-STD-810G, Method 514.6, Procedure I, Category 4 (Truck/Trailer- Secured Cargo) using Figure 514.6C-3, for Composite Wheeled Vehicle vibration in all three axes. Endurance testing shall be performed for duration of 120 minutes per axis. If the equipment under test is required to Operate-On-The-Move, a test shall also be performed using Figure 514.6C-3 with the Acceleration Spectral Density (ASD) levels lowered by removing the test exaggeration factor of 1.375.
