Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with GeoSpiza for maintenance service agreements, period of performance 12/21/13-12/20/14, in accordance with the format in Subpart 12.6, as applicable, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-5-14011. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71, 11/25/13. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 811219 and the small business size is $19.0 M. The Rocky Mountain Laboratories, Research Technology Branch (RTS) is in need of a renewal for three software packages (Production system, Archive system and Grid system) and server support and maintenance for LDAP system, RML Genome and Staging Servers. This Geospiza software is currently in use at RML on the above mentioned servers. Geospiza is the only source for this proprietary software. This software assists RTS in maintaining and analyzing large quantities of data collected from sequencing projects. This software is already in use in ongoing experiments and data collections in RTS and throughout NIAID. Collecting the data from sequencing projects is the sole purpose of the server systems on which this software is installed. Maintenance of the server systems ensures the software and operating systems are compatible and updated. Geospiza is therefore the only vendor who can supply this service. This agreement must also provide qualified and experienced personnel to maintain the software in optimum working order including updates and technical support for all the software programs. The contractor shall provide technical support via telephone and email, as well as updates and patches as they are released. FOB Point shall be Destination; Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3. Offerors Representations and Certifications Commercial Items at website https://www.sam.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, and the best value to the government.
