Description
Introduction. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541990, All Other Professional, Scientific, and Technical Services with a size standard of $7M. Background. The National Center for Environmental Health, Division of Environmental Hazards and Health Effects (NCEH/DEHHE) promotes health and quality of life by preventing or controlling diseases or deaths associated with exposure to air pollution, radiation, and other toxicants, as well as health problems resulting from natural, technological, or terrorist disasters. This mission is supported in part by epidemiologic studies and surveillance activities conducted by the four Branches and one Program that comprise the Division: Health Studies Branch (HSB), Air Pollution and Respiratory Health Branch (APRHB), Radiation Studies Branch (RSB), Environmental Public Health Tracking Branch (EPHTB) and the Climate and Health Program (CHP). The results of activities conducted by the Division and its Branches are used to develop or improve national public health programs and policies for preventing disease. It is the nature of the Division to continually design, implement, analyze, interpret and disseminate epidemiology studies and surveillance activities. It is one of the primary functions of the Division, four Branches, and Program to engage in these activities to some extent every year. The scientific activities of DEHHE are often far-reaching, long-term, and require resources outside the scope or capacity of the Division. To address the Division's limitations in specific areas of function or expertise, NCEH/DEHHE will procure services to support its mission and goals. Purpose and Objectives. The primary objective of this requirement is to obtain services and deliverables that support the full range of activities related to epidemiology science, studies, and surveillance for DEHHE's Office of the Director, its four Branches and other program offices. Such procurement assistance will result in faster execution and implementation of scientific efforts that are likely to improve the public's health. The government's intent is to issue an Indefinite Delivery Indefinite Quantity ( IDIQ ) contract. Project Requirements. DEHHE requires support for the planning and implementation of epidemiology studies and surveillance, and for the dissemination and translation of study/surveillance results. These requirements range from scientific expertise for study design and protocol development to dissemination of results to participating study populations, public health professionals, and the scientific community. The potential requirement will include the following tasks: * Strategic Development and Operational Support: Developing corporate strategies and action plans in support of organizational goals. Assisting in the analysis and provision of recommendations related to the adequacy of organizational structure and its capacity to carry out new and ongoing responsibilities. Assisting in conceptualizing, organizing and helping with the actual conduct of various public health projects and tasks in support of EHHE OD/Program/Branch programs. Providing assistance in developing position descriptions, staffing plans. * Training Support: Developing and coordinating training programs. Facilitating training sessions. Developing materials to support training of local public health professionals, emergency responders, aid workers, and federal USPHS staff on using surveillance instruments in the post-disaster setting. *Identity Support: Developing and implementing an education information campaign targeting specific populations about EHHE OD/Program/Branch programs and interventions. Developing a uniform screening/assessment tool to collect information about programs, services, interventions and their utility in communities. *Research-to-Practice Translation Support: Providing expertise in researching behavioral, social, and interpersonal factors to understand the effect of a population's knowledge, attitude and practices (KAP), and health status. Assisting with the translation of research results into useable (including non-English language) deliverables for professionals, managers and the general public. Assisting in evaluating the dissemination and impact of research products. *Scientific consultation: Providing scientific expertise for study design, sampling strategies, and protocol development. *Project coordination: Providing an oversight and direction of epidemiologic studies, with particular experience implementing studies in the field. Coordinating logistics with study team leads, including providing maps, directions, itineraries, and contact information. Coordinating with the NCEH or other laboratory to ensure correct and appropriate sample collection materials are available for teams in the field. *Data and sample collection: Providing licensed staff as needed to facilitate sample collection and preparation (e.g., medical technologist, phlebotomist, laboratory technician). Developing paper or electronic data collection forms such as screening and enrollment forms, consent forms, surveys, interviews, telephone scripts, etc. Locating, purchasing, and shipping as needed laboratory supplies for the collection of environmental or biologic samples. *Data analysis: Providing analysis of epidemiologic survey, laboratory, and other collected data using advanced statistical packages and computer models (e.g., SAS and SUDAAN). Providing expertise in the statistical theory underlying applied statistical methodology, particularly as it is used in the field of epidemiology, and ability to apply those methodologies on collected data. Providing substantial experience in modeling longitudinal cohort analyses, matched and unmatched case-control analyses, survival analyses, mixed linear models, etc. *Sample analyses: Providing analyses of biologic samples for chemicals, organisms, toxins, toxicants, etc. currently not being analyzed by the CDC/NCEH Division of Laboratory Sciences. Such analytes include but are not limited to ciguatoxin, brevetoxin, microcystin, cylindospermopsin, liver function, genetics, and metabolites of DEG. Providing analyses of environmental samples (water, air, soil, dust, animal tissue) for metals, pesticides, other persistent organic pollutants, phytoestrogens, and other chemicals routinely assessed in humans. *Publication development and assistance: Providing support for developing format and content of public health materials such as manuscripts for peer-reviewed journals, brochures, pamphlets, etc. Providing content editing, copyediting, and proofreading documents. Conducting background research, including a search of the peer-reviewed and popular literature. Preparing translation of technical and scientific information into language for a lay audience. *Public dissemination/health communication: Developing and dissemination of public health messages to prevent or mitigate the effects of exposure to environmental contaminants on human health, such as disseminating health risk information, based on the results of epidemiologic studies to educating consumers about accessing public health information. *Program/project evaluation: Describing a project or program's concept and design to show potential short- and long-term effects. Evaluating how the program is being implemented and whether objectives are being met. Determining the causal effects of the program. Applying cost-benefit or cost-effectiveness analyses to assesses the efficiency of a program. Anticipated period of performance. The period of performance will be 60 months from date of award. Capability statements that address requirements other than what is identified below will not be reviewed. a. Your opinion about the difficulty and or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; b. Your staff expertise, including your availability, experience, formal training, and any other training; c. Your current in house capability and capacity to perform the work; d. Your prior completed projects of a similar nature; e. Your corporate experience and management capability. Provide any examples of prior completed Government contracts, reference, and other related information.
