- The U.S. Fish and Wildlife Service, Region 5, has a requirement to design and install a fully operational utility grid-tied Solar Photovoltaic (PV) electric generation system at Eastern Neck National Wildlife Refuge, located in Rock Hall, MD. All work shall be performed by a Maryland State Certified Electrician and shall comply with the attached plans and specifications, and with the 2011 NEC (NFPA 70). The specifications and drawings will be available with the upcoming solicitation. This contract opportunity is a total set aside for small business concerns. The NAICS code is 237130. The small business size standard is $33.5 million. The estimated magnitude of construction for this project is between $100,000 and $250,000. Registration is required on the System for Award Management (SAM online at www.sam.gov) website. Failure to register in the SAM database may deem an offeror ineligible for award. The solicitation will be released through www.fbo.gov and www.fedconnect.net on or about December 12, 2013. No hard copies of the solicitation will be sent out by this office. The anticipated contract type will be firm fixed price. Award will be made to the offeror whose proposal represents the best value to the Government. Evaluation factors will be set forth in the solicitation. Please check the solicitation for all required documentation to be submitted. All interested contractors are encouraged to visit the site. Instructions and contact information for site visits will be included in the solicitation.
