- The Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), has a need for a contractor to provide technical support to operate and conduct environmental research, testing, evaluation, development, and demonstration verification studies in support of NRMRL's mission at its various Cincinnati facilities; the Test and Evaluation (T&E) Facility located at 1600 Gest Street, Cincinnati, Ohio, the Center Hill facility in Cincinnati, the Experimental Streams Research Facility in Milford, Ohio, and a small laboratory annex to the main Andrew W. Breidenbach Environmental Research Center (AWBERC-Cincinnati) building known as the Full-Containment. Research efforts can encompass bench-, pilot- and field scale studies on innovative technologies, as well as larger scale studies when required to field test and demonstrate technologies. Contractor involvement shall range from a minimum of project coordination and facilitation to full design, implementation, and operation. Most of the actual testing and evaluation will take place at the T&E Facility; however, some of the preliminary preparations and follow up activities, such as report writing and data analysis, may take place in the contractor's home office. Occasionally, evaluations and demonstrations will be conducted at field locations depending upon specific project requirements. The Contractor shall also provide support in research related concerns of health, safety, permits, and environmental compliance for locations set forth in the performance work statement (PWS). The T&E Facility's capabilities are available to public and private sector clients who may wish to conduct studies or participate in areas of research in which the T&E Facility is uniquely qualified and permitted to work. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts delineated by the PWS. The Government anticipates award of a cost plus fixed fee term level of effort(LOE) contract starting June 1, 2014 with a one year Base Period and four Optional Periods of 12 months each. Approximately 33,400 base LOE hours are anticipated for the base year and each of the four (4) optional years for a total of 167,000 base LOE hours. In addition, 46,800 optional hours are anticipated for the base year and each of the four (4) optional years. Total optional LOE is 234,000 hours. The applicable NAICS code is 541712 `Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a size standard of 500 employees. Significant potential exists for an organizational conflict of interest under this procurement, due to the monitoring requirements and the nature of the other work activities to be performed. Therefore, offerors will be required to submit a COI Plan with their proposal, in response to the Solicitation, requiring them to identify the projects they are working on and to explain how potential or actual organizational conflicts of interest can be mitigated, avoided or neutralized. The solicitation will be issued on a full and open competitive basis; it will not be a small business set-aside. Copies of the solicitation will be available to all offerors on the Internet at the following website: www.epa.gov/oam/cinn_cmd Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFP. All responsible sources may submit a proposal which will be considered by EPA. It is anticipated the solicitation will be available in the late December time frame. The solicitation is anticipated to remain open for approximately 30 days. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation.
