- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, Network Contract Office 3 (NCO3) is currently seeking all business firms, with the ability to provide Clinical Chaplain services with specialized clinical experience in Moral Injury of Veterans to provide Moral Injury Groups at the Castle Point Campus of the VA Hudson Valley Healthcare Systems, Wappingers Falls, NY. This Clinical Chaplain, with specialized clinical experience in Moral Injury of Veterans to provide Moral Injury Groups at the Castle Point Campus of the VA Hudson Valley Healthcare Systems. Contractor may also, conduct assessment of individuals for Moral Injury and appropriateness of participating in the therapeutic group environment. The Moral Injury group will meet once every week in the evening, for the duration of the contract, at a time and place at the Castle Point Campus as determined by the COR and the contractor. The chaplain must meet the qualification requirements for Chaplain GS-060- 11 given in VA HANDBOOK 5005PART II APPENDIX F1 (See attachment 2) The Director, Chaplain Service, or designee, at the VA National Chaplain Center in Hampton, Virginia, will verify and certify that the chaplain meets these requirements prior to any work being performed under this contract. The contractor will provide documentation regarding expertise in assessment and pastoral counseling in the context of working with veterans experiencing Moral Injury. A minimum of two years' experience in leading therapeutic groups, AND/OR training community clergy regarding Moral Injury and its impact on Veterans, and/or specific clinical training in this field. A minimum of 4 Units of Clinical Pastoral Education (CPE) with ACPE or NACC is required; with status of Board Certified Chaplain from one of the following professional chaplaincy cognate groups: APC, NAVAC, NCVACC, NAJC or NACC being preferred.
