Description
6660 Meteorological Instruments and Apparatus This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of a proposed contract action. The National Oceanographic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the National Weather Service (NWS) intends to issue a solicitation for manufacture components for the NWS's Automated Surface Observing System (ASOS). The work will include reviewing and validating Government furnished level III drawings and parts list, providing associated engineering support, manufacturing hardware from the approved drawings and parts list, and conducting validation testing of the manufactured components. The components to be manufactured include the Acquisition Control Unit (ACU), Data Collection Package (DCP), and a variant that includes functionality of the ACU and DCP called the Single Cabinet ASOS (SCA). The ACU, DCP and SCA are part of the ASOS Service Life Extension Program (SLEP). The contractor shall deliver a validated Level III drawing package and parts list suitable for issuing a future solicitation for a "Build to Print" production contract for the required components. The solicitation is being issued as a 100% small business set aside. The NAICS code is 334419, Other Electronic Component Manufacturing, with a small business size standard of 500 employees. The Government anticipates award of a single award, firm fixed price contract. The contract award date is anticipated to be July 29, 2015. The finalized drawing package shall be a deliverable provided to the Government no later than 90 days after contract award. Engineering support to provide technical services shall be provided throughout the term of the contract. The Integrated Drawing Review shall be a deliverable provided no later than 120 days after contract award. The First Article Hardware Prototype Completion shall be a deliverable provided no later than 160 days after contract award. The final Hardware Manufacturing Design Review deliverable shall be provided no later than 30 after the First Article Hardware Prototype Completion. Option items: Upon successful a cceptance of the Final Hardware Prototype Completion, Option to manufacture 19 ACU's, 24 DCP's, and 9 SCA's for use by the Government for initial system testing from Government approved validated level III drawings upon successful acceptance of the First Article Hardware Prototype Completion, to also include personnel to participate in the testing; Option to manufacture 19 ACU's, 21 DCP's, and 5 SCA's for field installation and further testing, to also include personnel to participate in the testing; Option to provide additional components, cables, wiring, and parts required to manufacture the testing equipment, including spares; Option to provide additional engineering support and technical services if needed; Option to provide additional manufacturing support to manufacture additional ACU's, DCP's and SCA's for testing if needed; Option to provide additional funding for travel as needed. A Request for Proposal (RFP) solicitation will be available on or about February 3, 2014 through the Government's website at http://www.fedbizopps.gov/. All responsible sources may submit a proposal which shall be considered by the agency. The estimated due date for proposals will be 30 days following the date of issue of the solicitation. The basis for proposal evaluation will include the following technical factors: Technical Approach & Capabilities, and Past Performance. All technical evaluation factors when combined are significantly more important than price. One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Interested parties should register with FedBizOpps to receive notifications when the RFP becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to gain all the updates/amendments to any and all documents. No paper copies of the solicitation will be issued.
