- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (NRR), intends to issue a sole source award to Dr. Dé C. Groeneveld, Thermalhydraulics Consultants Inc., PO Box 1335, Deep River, ON, Canada, Postal Code: K0J1P0, for the acquisition of Groeneveld Critical Heat Flux (CHF) data, Film Boiling Data, and support in the preparation of a NUREG manuscript based on this data. The data obtained will be used for confirmatory analysis of vendor CHF correlations and for improvement of the models and correlations used in NRC best estimate computer codes. The anticipated period of performance will be for a twelve (12) month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541712 "Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)" and a size standard of 500 employees. The Government intends to solicit and negotiate directly with Thermalhydraulics Consultants Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Hugo.Alcantara@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 01/22/15 at 1:00 PM EST, an award will be made to Dr. Dé C. Groeneveld, Thermalhydraulics Consultants Inc.
