- DRAFT PERFORMANCE WORK STATEMENT The Defense Media Activity (DMA) is seeking sources to provide Broadcast Operational Support Services to DoD News. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East, 6700 Taylor Avenue, Fort Meade, MD 20755. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of interested vendors, large or small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. DMA is seeking information for potential sources to provide specialized skills in support of DoD News in order to work with an existing staff of military and civilian Government employees. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. THIS FEDBIZOPS SOURCES SOUGHT NOTICE IS AN ANNOUNCEMENT SEEKING MARKET INFORMATION. ACKNOWLEDGMENT OF RECEIPT OF RESPONSES WILL NOT BE MADE, NOR WILL RESPONDENTS BE NOTIFIED OF THE GOVERNMENT'S EVALUATION OF THE INFORMATION RECEIVED. THE GOVERNMENT MAY ISSUE A REQUEST FOR PROPOSAL (RFP) AS A RESULT OF THIS NOTICE; HOWEVER, SHOULD SUCH REQUIREMENTS MATERIALIZE, NO BASIS FOR CLAIMS AGAINST THE GOVERNMENT SHALL ARISE AS A RESULT OF A RESPONSE TO THIS SOURCES SOUGHT (E.G., USE OF SUCH INFORMATION AS EITHER PART OF ITS EVALUATION PROCESS OR IN DEVELOPING SPECIFICATIONS FOR ANY SUBSEQUENT REQUIREMENT). CONTRACT/PROGRAM BACKGROUND: Contract Number: HQ0516-14-C-0001 Contract Type: FFP Incumbent and their size: Towne Group Media and Management, Small Business company Method of previous acquisition: Sole Sourced This service will begin on April 1, 2015. Period of Performance: Base Period, with Four Option Years Place of Performance: The DoD News facilities are located at 6700 Taylor Ave, Fort Meade, Maryland 20755. Additional facilities are co-located with the Public Affairs Briefing Studio and News Bureau in the Pentagon Building. Arlington, VA. Most DoD News operations are accomplished in the Fort Meade facility and the Pentagon Bureau located in the Pentagon; other work will be required in the National Capital Region, or within the continental United States. The Government will provide transportation from the Fort Meade facility to such other locations as required. A draft Performance Work Statement (PWS) the Government feel is essential to successful performance is attached to provide respondents a better understanding of the needs of the Defense Media Activity and the respondent's potential ability to meet DMA's requirement. REQUIRED CAPABILITIES: DMA is seeking specialized skills in support of DoD News broadcast in order to work with an existing staff of military and civilian Government employees. The Government requires a team to operate a television broadcast facility to include a robust news department, news control room, master control room, producers, reporters, writers, videographers, editors and graphic artists: 1. The channel requires production of live anchored news updates at the top and bottom of each hour, along with news/information and original long-form programs highlighting activities from each branch of the military as well as elsewhere within the Department of Defense. Example: "Studio 5" - a live-to-tape 30-minute talk show program providing the Secretary of Defense, the Chairman of the Joint Chiefs and senior DoD leadership opportunities to address DoD topics. 2. Qualifications. All employees must have commercial broadcast experience within a medium or large market. On-line video resume examples may be required for some positions. 3. Contractor personnel are permitted, when required or advantageous to the Government to operate Government owned or leased vehicles in performance of duties. Contractor personnel must hold a valid driver's license issued by a U.S. state or the District of Columbia and have insurance. 4. Because television news production is by nature a collaborative process, all tasks shall be accomplished in close coordination by contractor management with the DoD News management and military staff. While the COR and DoD News management maintain primary control of the assignment process, daily newsroom activity is a constantly-changing pattern of interlocking client-customer relationships. A great deal of flexibility on the part of Contractor and Government personnel is essential. 5. The Government will exercise continuous supervision and control of all products and content on the DoD News Channel and defense.gov web stream that are provided to the contractor. These steps include product selection, concept, assessment of assets, theme, tone, approval of script, approval of edit, approval of graphics, when and in what show or program the content will reside and when approved products are aired or distributed. DoD News management will work directly with the contractors on-site project manager to assign tasks. 6. DoD News functions in a role similar to that of a commercial broadcast station. Therefore, timeliness of product delivery and/or technical performance is essential. Included in the news mission is the Radio/Televison Production Office (RTPO) which provides spots, 100-percent of finished products, which is reviewed by management at several stages of production, much like news throughout the broadcast day. It is also understood that regular changes are made in the broadcast day of on-air products, re-work of scripts, graphics and finished products is normal in such a creative endeavor and, with reason, does not reflect negatively on the Contractor. 7. DoD News requires the contractor to have access to freelance professionals on as needed basis to include: Videographer, Video Editors, Field Producers, Senior Producers, Newscast Producer, Newscast Director, Technical Director and Graphic Artists. SPECIAL REQUIREMENTS Must have ability to pass a security clearance Must have a driver's license Must be able to outside of regular office hours SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 515120, with the corresponding size standard of $38.5 million. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Interested parties are requested to respond to this announcement with a white paper. Submissions CANNOT EXCEED 10 PAGES single spaced, 12-point type with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the response. Responses must specifically describe the contractor's capability to meet the requirements outlined in this announcement. Oral communications are not permissible. FedBizOpps will be the sole repository for all information related to this notice. Responses should include: (1) Business name and address; (2) Name of company representative and their business title; (3) Identify the type of entity (large business, small business, small disadvantaged, woman-owned, 8(a), HUBZone, service disabled veteran-owned, etc,), (4) Cage Code; (5) Identify intent to team, and if possible, the anticipated teaming arrangement. (6) Firm's past performance in meeting stated objectives/requirements, statement of qualifications to include information that clearly demonstrates the respondent's capabilities, expertise and experience to perform the requirements contained in this RFI. (7) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. All Government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
