Description
This is not a solicitation announcement. This is a pre-solicitation notice only. The purpose of this notice is to announce that the Department of Veterans Affairs, Long Beach Healthcare System, Long Beach, California 90822, has a requirement for contract Detoxification and Residential Rehabilitation Services for Veteran beneficiaries. The resulting contract will be for a base year and four (4) one-year option periods. The contract will be issued as an Indefinite Delivery-Indefinite Quantity contract, with Firm-Fixed-Price line items. Multiple awards are possible. The following brief description of the requirement is provided: 1. The VA Long Beach Healthcare System, Healthcare for Homeless Veterans program office, is seeking a contractor(s) with sufficient facilities to provide Detoxification and Residential Rehabilitation Services for Veteran beneficiaries. The Contractor will be required to provide therapeutic and rehabilitative services in addition to initial Detoxification. 2. Staffing and qualification requirements include: 1)Accreditation and Licensing. a)Contractor staff shall maintain active standing with the licensing boards in their respective professions in accordance with the requirements below: i)Physician (1)Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. (2)Licensure and Registration: Must have current, full and unrestricted license to practice medicine in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Language Proficiency: Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by Title 38 U.S.C. 7402 and 7405(f). ii)Psychologist (1)Education - Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). (2)Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. iii)Nurse Practitioner (NP) (1)Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (2)Licensure: Must have active, current license as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. iv)Registered Nurse (RN): (1)Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (2)Licensure: Must have active, current license as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. v)Licensed Vocational Nurse (LVN): (1)Licensed in the State of California as a Licensed Vocational Nurse vi)Psychiatry Technician: (1)Licensed in the State of California as a Psychiatric Technician vii)Nursing Assistant (NA): (1)Successful completion of a 2-year degree program in an accredited community college, junior college, or college or university in practical nursing or in a field of study appropriate to the specialization of the position, such as education in a program for a psychology, psychiatric, or operating room technician. viii) Clinical Mental Health Counselor (1)Education: Master's degree in counseling or a closely related mental health discipline. (2)Licensure: A full and current license from a state professional counselor licensure board. b) Staffing: Contractor shall provide sufficient staff in number and position and with the qualifications necessary to carry out the policies, responsibilities and programs of the facility. Staffing levels will consist of the following: i)Detoxification: (1)MD(s): on site as needed for management of psychiatric and/medical needs. MD(s) available on call 24 hr. (2)Psychologist: available as needed. (3)Supervisory NP/RN: On call 24 hr. (4)NP/RN: At least one on all shifts (5)LVN: At least one on all shifts (6)Licensed or Certified Counselor: One clinician per 10 clients (7)Psychiatry aids/Techs: at least one on all shifts (8)Clerical Support: at least one during day shift ii)Residential Rehabilitation: (1)MD(s): on site as needed for management of psychiatric and/medical needs. MD(s) available on call 24/7. (2)Psychologist: available as needed (3)Supervisory NP/RN: On call 24/7 (4)NP/RN/LPN: on call 24/7. Nursing availability on site whenever needed to meet professional nursing requirements (5)Licensed or Certified Counselor: One clinician per 12 clients (6)Psychiatry aids/Techs: one on all shifts 3. All other requirements shall be detailed in the impending solicitation to be issued on or about March 01, 2015. 4. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. --End of Pre-Solicitation Notice--
