- Description
- The NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH) Regional Contracting Department intends to issue a Request for Proposal (RFP) for the Operation and Maintenance (O and M) of multiple communications facilities operating under Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) located at various sites on Oahu with one remote-site located in Geraldton, Australia. This is a follow on effort for contract N00604-13-C-3003. The North American Industry Classification System (NAICS) code for this procurement is 517919 with a size standard of $32.5M. The programs supported by the resulting contract include, but are not limited to: Fixed Submarine Broadcast System (FSBS) Global Broadcast Service (GBS) Global Command and Control System (GCCS) Information Technology (IT) Support Rapid Attack Identification Detection and Reporting System (RAIDRS) Mobile User Objective System (MUOS) Information Management IT Support (IMS) The Government intends to award a single Firm Fixed Price type, noncommercial contract resulting from the solicitation. It is anticipated that the RFP will be issued as unrestricted, full and open. The anticipated contract duration will be a one-month phase-in, followed by a seven-month base period, two one-year option periods, and one option to extended services for no more than six months. The selection process will be conducted in accordance with FAR Part 15.101-2; offers will be evaluated through the lowest price technically acceptable source selection process. The RFP is anticipated to be issued on or about March 13, 2015. The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. The date, time, location, and requirements for any site visit will be specified in the RFP and conducted during the RFP period. The RFP and any amendments will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and will also be available at http://www.fedbizopps.gov. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. An offeror s list will not be maintained by this office. No telephone, facsimile, or paper requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any amendments prior to the due date and time for receipt of offers may render a vendor s offer as non responsive and will result in rejection. Interested offerors must be registered in the System for Award Management (SAM) database: http://www.sam.gov.
