Description
DTMA91R1500001 NSMV Presolication Synopsis and Submission Instructions Draft NSMV General Ship Requirement Draft NSMV Statement of Work Selection of an A-E firm will be in accordance with The Brooks Act (Public Law 92-582) and FAR Part 36.6. This notice IS NOT a Request for Proposals. Proposals are not being requested with this notice. Only the most highly qualified firms will be invited to submit a proposal. A draft of the Statement of Work is attached for reference purposes, only. It is not the final statement of the requirements and the ultimate award of this requirement is subject to the availability of FY 2015 funds. Full synopsis, submission instructions, draft SOW and draft General Ship Requirement are attached. The U.S DOT/Maritime Administration (MARAD), via this synopsis, is seeking a professional Architect-Engineering (A&E) Firm to develop a concept design for a new National Security Multi-Mission Vessel (NSMV). The NSMV will be used for training future merchant marine officers at the Nation's state maritime academies, as well as for emergency response in times of national security or natural disaster relief. The vessel will be designed as a public nautical schoolship and be designed to ABS class, and SOLAS and other USCG certification requirements. The vessel should also be designed to meet Green Passport requirements, with those specific items priced as options. The selected firm shall provide all necessary naval architects, marine engineers and other professional personnel, plus necessary equipment, computer programs, and perform work to develop a concept design for a national security multi-mission vessel. This requirement is 100% set-aside for Small Disadvantaged Businesses. The NAICS code is 541330 and the small business size standard is $38.5 million (Marine Engineering and Naval Architecture). ATTENTION: DBE Certified or SBA Certified under Section 8(a); Small Disadvantaged Business; HUBZONE Empowerment Contracting Program; and Service-Disabled Veterans-owned business! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
