- In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development, (ORD) intends to award a sole source fixed-price purchase order to ChemAxon, LLC to renew maintenace agreements for the perpetual license for ChemAxon's Calculations Pack, JChem Base and Metabolizer. EPA has previously purchased perpetual licenses for the Calculations Pack, JChem Base and Metabolizer from ChemAxon that are currently being used in the Environmental Fate Simulator. The renewal of the maintenance agreement for the perpetual licenses for ChemAxon?s Calculations Pack, JChem Base and Metabolizer will allow the developers of the Environmental Fate Simulator to continue its development with the most up to date cheminformatics applications provided by ChemAxon. The maintenance agreement provides free upgrades, maintenance and support for one year after purchase. Additionally, ChemAxon provides a unique users license that allows access for 500 users to their products that are used in the development of web-based tools that are accessible to the public. It is the intent of the Government to issue a firm fixed priced purchase order to ChemAxon LLC. 960 College Station Rd. Athens, GA 36060. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within three (3) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
