- NASA/GSFC has developed a first-principles-based Solar Shield system to model geomagnetically-induced currents (GICs) on the high voltage transmission system. As part of the Solar Shield project team, Electric Power Research Institute, Inc. (EPRI) are providing GIC measurement data from the SUNBURST Network for development of GIC transfer functions and testing of the NASA predication calculations. They have also initiated development of a research support tool for visualization of forecast and measurement results. NASA/GSFC intends to purchase the items from Electric Power Research Institute, Inc. (EPRI). EPRI operates the SUNBURST GIC monitoring network and is the sole source for the data needed in the research activities. Additionally, EPRI has developed SUNBURST research tool into which the new model-based research products will be integrated. Consequently, only EPRI can carry out the needed research work. Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 19, 2015. Oral communications are not acceptable in response to this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
