- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with AVL Test Systems for a real-time particulate measurement system which uses photo acoustic technology under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The EPA?s National Center for Advanced Technology (NCAT) is supporting the 2025 GHG Mid-Term Evaluation (MTE) with engine and vehicle testing/evaluation. Vehicle & Engine Particulate Matter (PM) is one of the main pollutants that is required to be sampled. NCAT requires a real-time soot sampling system with the photo-acoustic measurement principle to measure exhaust soot concentration in mg/M3. AVL Test Systems is the only known source able to satisfy this requirement for the EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing this type of measurement system may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
