Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The associated North American Industrial Classification System (NAICS) code for this procurement is 519190 -- All Other Information Services, with a small business size standard of $27.5 million. The U.S. General Services Administration's Office of Network Services Programs is seeking to purchase a commercially available off-the-shelf (COTS) Tariff Database Software Tool that provides current telecommunication's carrier rates. All interested companies shall provide a quotation for the following: Description of requirements for the item to be acquired: The tariff database information tool must be able to, independently: •1. Validate proposed tariff access prices and tariff port prices, Serving Wire Centers (SWC) and Point of Presence (POP). This will include both special access and switched access, in the U.S.; •2. Calculate the direct and circuit mileage between two points, using either Area Code Exchange, CLLI codes or Address •3. Additional Requirements: •a. The tool offers a warranty plan similar to that typically offered for this type of software. •b. Basic end user training is to be made available. •c. The tool must be easy to use. Contract Type: Firm Fixed price purchase of a commercial item Quantity: software license for 10 (ten) users Period of Performance: The period of performance will begin as soon as an award is made. A 5 (five) year contract is anticipated, with a 1 (one) base period year and 4 (four) 1- year option periods. Contract Line Item Numbers (CLINS): •1. Software license - base year •2. Software license - option period 1 •3. Software license - option period 2 •4. Software license - option period 3 •5. Software license - option period 4 Award shall be made to the quoter whose quotation offers the lowest price, technically acceptable quote meeting the technical requirements as outlined in the below table of requirements for the item to be acquired. The government will evaluate information based on the following evaluation criteria: ( 1) technical capability factor rated on an "acceptable/ unacceptable" basis, and (2) price. Factor 1: Technical Capability The following table identifies the technical capability requirement that must be addressed and met for a quote to be considered as meeting the requirement for that criterion. Technical Capability Evaluation Criteria •a) The tool independently validates proposed tariff access prices and tariff port prices, Serving Wire Centers (SWC) and Point of Presence (POP). This will include both special access and switched access, in the U.S. •b) The tool independently calculates the direct and circuit mileage between two points, using either Area Code Exchange, CLLI codes or Address •c) Additional Requirements: •· The tool daily reflects up to date/current data. •· The tool comes with a warranty plan which guarantees automatic updates to tariff prices and vulnerability patches to the software. The warranty also covers vendor support to fix any errors or glitches which render the tool unusable. •· Basic end user training is to be made available at least once a year. •· Tariff Prices can be found in 4 steps or less. Factor 2: Price The quoter shall propose a firm-fixed-price quotation for this RFQ. The quoter's price quote will be evaluated for completeness and to determine if price is fair and reasonable. For award purposes, prices will be based on the total evaluated price inclusive of all options. Quotes will be compared with the quote of other Quoters in response to this solicitation and compared to prices paid for the same or similar software. FAR 52.212-1, "Instructions to Offerors - Commercial Items" [APR 2014] •2. FAR 52.212-3, "Offerors Representations and Certifications - Commercial Items" [DEC 2014] Offerors must complete annual representations and certifications on-line at http://www.acquisition.gov in accordance with FAR 52.212-3, "Offerors Representations and Certifications - Commercial Items." If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: •· FAR 52.212-4, "Contract Terms and Conditions-Commercial Items" [DEC 2014] •· FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders" [DEC 2014] The following subparagraphs of FAR 52.212-5 are applicable: All responsible sources may submit a quotation which shall be considered by the agency. All quotation shall be emailed to the attention of the contracting officer, Tracey Embry, at tracey.embry@gsa.gov GSAM 552.212-71 CONTRACT TERMS AND CONDITIONS APPLICABLE TO GSA ACQUISITION OF COMMERCIAL ITEMS (OCT 2014) (a) The Contractor agrees to comply with any clause that is incorporated herein by reference to implement agency policy applicable to acquisition of commercial items or components. The clause in effect based on the applicable regulation cited on the date the solicitation is issued applies unless otherwise stated herein. The clauses in paragraph (b) of this section are incorporated by reference: (b) Clauses. 552.229-70 Federal, State, and Local Taxes GSAM 552.217-71 NOTICE REGARDING OPTION(S) (NOV 1992) The General Services Administration (GSA) has included an option to purchase additional quantities of supplies or services and to extend the term of this contract in order to demonstrate the value it places on quality performance by providing a mechanism for continuing a contractual relationship with a successful Offeror that performs at a level which meets or exceeds GSA's quality performance expectations as communicated to the Contractor, in writing, by the Contracting Officer or designated representative. When deciding whether to exercise the option, the Contracting Officer will consider the quality of the Contractor's past performance under this contract in accordance with 48 CFR 517.207. This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" The quoter shall list exception(s) and rationale for the exception(s). Submission shall be received not later than 4:00 pm Eastern Time on Wednesday January 21, 2015 via email to the contracting officer, Tracey Embry, at tracey.embry@gsa.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
