Description

Combined synopsis/solicitation (RFQ: SP470315Q0009) with all applicable clauses/provisions, and attachments. Defense Contract Audit Agency (DCAA) SAS Software Maintenance: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a separate written solicitation will not be issued. The solicitation number SP4703-15-Q-0009 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. For applicable clauses and provisions, refer to list of applicable clauses attached. The North American Industry Classification System (NAICS) Code is 541519. The small business size standard is $27,500,000.00. This acquisition is issued as unrestricted acquisition utilizing Other Than Full and Open Competition procedures. This is a sole-source requirement for SAS Institute Inc. Justification for this requirement is pursuant to FAR 6.302-1(b)(1)(ii), when there is a reasonable basis to conclude that the Agency's minimum needs can only be satisfied by unique supplies or services available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities. DCAA currently owns licenses for SAS software. Maintenance and support subscription renewals are required for this software. These renewals ensure that DCAA receives the latest product updates and technical support during the fiscal year. This order must be issued on a sole-source basis because SAS is the sole source for the maintenance renewal of the software currently licensed by DCAA under License Agreement Number 01847. This is a firm-fixed price contract. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal. This procurement is for renewal of SAS software maintenance and support. Please refer to the attached product item description (PID) for further details.
