Description
Synopsis This is a sources sought announcement only. All responses will be used for market analysis in determining the availability of potential qualified small businesses that may be used to determine appropriate acquisition strategy. No solicitation is being issued at this time, but may be issued at a later date. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested not will it compensate any respondent for any cost incurred in developing information provided to the Government. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541620 Environmental Consulting Services. The size standard for NAICS 541620 is $7.0M. The Birmingham VA Medical Center is seeking small business sources (i.e. Service Disable Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, 8a, Woman Owned, Small Disadvantaged, Small Businesses, etc.) to provide all labors and materials necessary in the performance of the requirement as provided in the Statement of Work (SOW) below. Interested firms are requested to provide their aforementioned information, along with interest and capability statements no later than 19 January 2015. No pricing input is being requested. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation Part 10. Additional information regarding this requirement will be posted for viewing on FedBizOpps at https://www.fbo.gov/ as it becomes available. All potential offerors are reminded that lack of registration in the System for Award Management (https://www.sam.gov) will make an offeror ineligible for contract award. NOTE: It is the responsibility of all potential offeror's to monitor the FedBizOpps web site for release of any future synopses or release of the solicitation and any associated amendments. When emailing your response, please note that due to increased firewall protections some emails may be blocked; therefore, follow-up via telephone (if an acknowledgement is not received back via email) is strongly recommended to ensure receipt of your submission by the Government. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement published separately. See Statement of Work provided below for further details of requirement. STATEMENT OF WORK FOR Secondary Water Disinfection System Permitting and Operation General Requirements Introduction The Department of Veterans Affairs in Birmingham, AL will be installing a Chlorine Dioxide Secondary Disinfection System for the 2 incoming Domestic water lines. The use of secondary disinfection will require permitting in accordance with ADEM Admin Code r. 335-7-4. After the permit is issued, the Birmingham VA Medical Center water system will become a Non-Transient Non-Community public water system and will need to comply with all the requirements of ADEM Admin. Code r. 335-7 and additionally retain an operator licensed and certified (minimum of Grade 1) under ADEM Admin. Code r.335-10. Chemical and Bacteriological Requirements After becoming a public water system the following would be the chemical and bacteriological monitoring requirements. Unless noted otherwise, all samples must be analyzed by a certified laboratory. The following testing will need to be performed for each system installed on the 2 Domestic water inlets: · Bacteriological samples (total coliform and e-Coli) - 2 samples per month · Chlorine Dioxide - daily (performed by licensed operator) · Chlorite - daily (performed by licensed operator) · Disinfection byproducts - 2 per quarter · Lead and Copper - 10 samples twice per year · Chlorine - daily (performed by licensed operator) After the permit is issued and official monitoring letter will be issued. In addition the Department will be adding a special condition to the permit that any test for Legionella that is positive must be reported to the Department. As always, the Department reserves the right to modify the frequency, amount or type of monitoring based on past sample results or possible problems within the water system. Per ADEM requirements, the analytical testing needs to be performed by a state certified laboratory. Vendor will utilize TTL to meet this requirement. TTL's analytical laboratory is certified in the State of Alabama to perform drinking water analyses. Certified Operator The following personnel qualifications are required as part of the ADEM permit application: Alabama Grade 1 Certified Water Operator Licensed Certified Operator Services Agreement Vendor will provide a Licensed Certified Operator to ensure that the Birmingham VA Medical Center has a Certified Operator as required by the Alabama Department of Environmental Management (ADEM) Division 10 Regulations. The following will be provided to the Birmingham VAMC: · An Alabama minimum of Grade 1 Certified Water Operator of record as required by ADEM Division 10 Regulations will be provided to the Birmingham VA. · The Contractor shall prepare reports in accordance with the reporting conditions of the system permit(s), water including all required sampling and analysis results on the permits(s) and shall transmit those reports to the client for transmittal to the proper regulatory agencies in a timely manner. Copies of these reports will be retained for purposes of ADEM inspections and for proper management. · The Birmingham VA system will be visited not less than daily and shall, during that visit, observe the general condition and operation of the Envirox System and shall take samples and tests or notify the laboratory of tests as required by the permit(s), or as necessary to properly adjust the operation of the system. The Contractor shall also while on-site observe specific operations of mechanical equipment including control valves and other equipment subject to breakdown or malfunction. · During the on-site visits the Contractor will be trained by Vendor to adjust any operation of the equipment as necessary, to obtain the optimum efficiency from the system. · The Contractor shall visit; report to the designated representative any anticipated or actual problems with the condition of the system or its operation, or any needed or immediately anticipated maintenance and/or repairs. If significant or urgent repairs are needed the Contractor shall report the urgency of those repairs to the Birmingham VAMC. · The Contractor shall provide full service assistance in tracking additional sampling requirements, regulatory reporting or other assistance necessary to allow the Birmingham VAMC to meet ADEM regulatory requirements. The contractor will assist in completing reports, notifying the VA and laboratory of sampling in an appropriate manner allowing the VA time to properly deliver required documents to ADEM. It is the sole responsibility of the Birmingham VAMC to deliver required regulatory reports to ADEM. Failure to deliver the required information to the regulatory agency by due dates is not the responsibility of the contractor upon completing said documents. · Completion of ADEM Monthly Operation Report and dissemination to ADEM with a copy to the Birmingham VAMC. · Conduct Chlorine residual monitoring in accordance with ADEM (7 days a week). · Conduct chlorine Dioxide monitoring in accordance with ADEM (7 days a week). · Conduct Chlorite monitoring in accordance with ADEM (7 days a week). · The Contractor will perform the following samples in accordance with ADEM requirements: o Conduct monthly Bacteriological sampling (2 samples per month) o Conduct Quarterly Disinfection byproducts sampling (2 per quarter) o Conduct Lead and Copper sampling (10 samples twice per year) The contractor is responsible for providing professional services to the best of their ability. The Contractor has permission to enter the premises and distribution system. Chemical and Bacteriological Analytical This costs includes the following for each domestic water Secondary Disinfection System to meet the permitting sampling requirements of ADEM: · Bacteriological samples (total coliform and e-Coli) - 2 samples per month · Disinfection byproducts - 2 per quarter · Lead and Copper - 10 samples twice per year Contracted Licensed Certified Operator In addition to the chemical and bacteriological analysis requirements a State Licensed Certified Operator is required to be onsite 7 days a week to perform the following as well as all additional actions described within this document for each domestic water inlet Secondary Disinfection System. · Chlorine Dioxide - daily (performed by licensed operator) · Chlorite - daily (performed by licensed operator) · Chlorine - daily (performed by licensed operator) INSURANCE: 1. Vendor agrees to procure and at all times maintain, for the duration of the contract, policies of insurance of the types and in the minimum amounts as follows: 1. Statutory Workers' Compensation or its equivalent and Employers Liability with minimum limits of $2,000,000 in full compliance with all federal, province, state and/or local laws. 2. Occurrence based Commercial General Liability Insurance with a minimum limit of $2,000,000. Coverage shall include broad form property damage, product/completed operations, independent contractor's liability, blanket contractual liability, personal injury and employees as additional insured. 3. Automobile Liability Insurance covering owned, non-owned and hired vehicles with a minimum limit of $2,000,000. 2. Upon request, Vendor shall provide Customer with a certificate of insurance confirming the insurance coverage described above. 3. Should Vendor subcontract any work, Vendor is obligated to ensure that each subcontractor, at a minimum, meets the above insurance requirements.
