Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is for a mobile ultraviolet (UV) spectrometer that will be used by the U.S. Environmental Protection Agency?s (EPA) Air Enforcement Division (AED) for detecting single digit parts per billion (ppb) concentrations of benzene, toluene, ethylbenzene, xylene, styrene, formaldehyde, and sulfur dioxide in order to target strong sources of these compounds from considerable distances outside of industrial fence lines, and for use during aerial surveys of marine vessel emissions. This RFQ and incorporated provisions are those in effect through Federal Acquisition Circular FAC 05-79. This procurement is not set-aside for small business. The NAICS code is 334516 with a size standard of 500 employees. DESCRIPTION OF REQUIREMENTS: EPA requires a mobile UV spectrometer with sensitivities to the gases listed above of at least equal to that of the Duvas Model DV3000-P model. A mobile UV spectrometer with lower sensitivity than the Duvas DV3000-P is not sufficient to meet EPA?s requirements for emissions source targeting during Clean Air Act Compliance investigations and for other regulatory purposes. DELIVERY LOCATION: The system shall be delivered, FOB destination, to US EPA Headquarters W.J. Clinton Building South, 1200 Pennsylvania Ave NW, Rm. 1142A, Washington, DC 20460. EVALUATION FACTORS: The Government intends to award a firm-fixed price purchase order to the responsible vendor whose quote, conforming to the RFQ provisions, will provide the best value to the Government, considering the technical factor and price. The non-price evaluation factor is the ability to meet the stated technical requirements. Non-price factors are significantly more important than price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.223-18, 52.225-13. QUOTE SUBMISSION INSTRUCTIONS: Quotes shall be submitted via e-mail to Michael Gilham, Contracting Officer at the below address, and must be received by 4:00 PM Eastern Standard Time on January 23, 2015.
