Description
MODIFICATION TO ORIGINAL NOTICE. UPDATES INCLUDE ADDING RESULTS OF SOURCES SOUGHT FOR SMALL BUSINESS AND UPDATING ANTICIPATED RFP RELEASE DATE This procurement is for seismic upgrades and renovation of a fire station and ship services support facility, Building 435 at Naval Base Kitsap, Bremerton, WA. This procurement uses the source selection procedures in accordance with FAR Part 15. This procurement is for design-bid-build (DBB) construction services and will be solicited utilizing full and open competition. Source Selection procedures will be used with the intent to award a firm-fixed-price repair and construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the lowest price technically acceptable source selection process. This DBB project includes a seismic retrofit which joins two building sections (1936 original and 1942 addition); replacement of third floor timber framing with steel framing; addition of concrete shear walls at the building perimeter; replacement of roof diaphragms; improvements for the roof and floor diaphragm connections; and installation of ties at the connection of unreinforced masonry. Building 435 is a 87,000 square foot multipurpose facility. The work includes comprehensive seismic upgrades, American Disabilities Act (ADA) and health/life-safety upgrades. The project includes structural upgrades, fire station, bay door and living quarters upgrades, kitchen, cafeteria, restroom and offices repair/renovation, reconfiguration of 2nd and 3rd floor spaces and demolition of an abandoned area. The project also includes re-roofing, window replacement, signage, egress, elevator, stair tower and fire protection system upgrades to current standards. The mechanical scope includes removal of steam distribution system, HVAC installation, and refrigerant flow system repair. The project will also renovate receiving spaces at a separate location. ‚The project will be located at Naval Base Kitsap in Bremerton, WA. The estimated total contract price range, in accordance with FAR 36.204, is between $25,000,000 and $100,000,000. This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a DBB repair and construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Price, Factor 1 “ Experience, Factor 2 “ Past Performance, Factor 3 “ Safety, and Factor 4 “ Small Business Utilization. The Offeror whose proposal is technically acceptable with the lowest evaluated price will be considered the best value to the Government. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about January 30, 2015. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. Plan holders lists will not be faxed and will be available only at the website listed above. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests. Results of Sources Sought A sources sought was used to conduct market research to determine if qualified small businesses were interested in performing this project. The sources sought notice was issued using solicitation number N4425515R6004, which was posted on October 16, 2014 with a due date of October 30, 2014. The sources sought requested responses from interested prime contractors and statements of capabilities. The Government received a total of one response from a small business. The single respondent was determined to be qualified, but with only one submission the contracting officer determined there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns in accordance with FAR 19.502-2. Based on the market research, it was determined that this procurement will be solicited utilizing full and open competition. The Seattle Small Business Administration (SBA) Office concurred with this decision.
