- NASA/GSFC has a requirement to purchase the upgrade of the custom environmental chamber. The chamber is used for testing Goddard airborne instruments in a high-altitude, low temperature environment. The chamber needs to be upgraded with a digital interface/computer and improved pumping so that it will be suitable for testing at higher altitude with more versatility. The vacuum requirements of the upgraded chamber should provide the capability to pull a vacuum approaching 10-6 torr. The new computer touch screen should have the capability to provide touchscreen programmable temperature and vacuum. The modified chamber and contract requirements require the following hardware additions: New front door to chamber to reduce outgassing at low vacuums Turbomolecular pump to provide 10-6 torr pumping capability New vacuum cycle controller that allows automatic process control integrated with pumping Custom vacuum control manifold to configure vent/roughing vac and backing Cctive Pirani/cold cathode transmitter for low pressure measurements Digiline gauge controller with display Vacuum controller for Industrial PC Touch Industrial PC-based touch screen process controller NASA/GSFC intends to purchase the items from Abbess Instruments and Systems, pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Abbess Instruments, built the current Goddard chamber to a custom design. The chamber uses a proprietary refrigeration design and other features that make it difficult for other vendors to do the rework and redesign of the chamber. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on February 6, 2015. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
