- This is a NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/SOURCES SOUGHT SYNOPSIS; this is not a solicitation. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCK), Joint Base San Antonio Lackland intends to award, on a sole source basis, a Fixed Price Purchase Order for the repair of: KSV-5, Universal Serial Bus, Embedded National Tactical Receiver (USB ENTR), NSN: 5895-01-625-6971CA, P/N: 762-007631-4 The KSV-5 (USB ENTR) is used to receive and decrypt near real-time satellite data to create situational awareness for the warfighters in combat and disaster environments. It can simultaneously receive and process four Integrated Broadcast Service (IBS) channels, each of which can be IBS-Simplex, Tactical Data Information Exchange System Broadcast (TADIXS-B) and one channel of IBS-Interactive. It provides isolation between channels to preclude mutual interference. Detailed technical data and drawings for the repair and upgrade of this item are not available from the Government. The current repair and upgrade source for this item is L-3 Communications Telemetry-West, CAGE: 9U244 Any interested source that can meet this repair and upgrade requirement is invited to submit a written qualification package and must receive approval from the National Security Agency (NSA) to perform repair and upgrade on this item. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to repair and upgrade such item, 3) a list of names and phone numbers of references to whom you have repaired and upgraded this item for, and 4) type of business, and whether they are U.S. or foreign owned. Interested sources are requested to submit a package by close of business on 2/4/2015, no later than 4:00 p.m. local time. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Availability of any formal solicitation will be announced separately. The Sources Sought announcement is requested for informational purposes only. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.
