Description
Solicitation FA9401-15-R-8019 The Air Force Nuclear Weapons Center Contracting Division (AFNWC/PZIE), Kirtland AFB, NM hereby issues the attached solicitation for Technical Order Support and Logistics Management Administrative Support. Presolicitation notice was posted on 19 DEC 14. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. No ward will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Funding is anticipated to be available prior to the estimated award date of 31 MAR 15. The Air Force intends to award two separate contracts as a result of the issuance of this solicitation. Offerors may choose to submit a proposal for Technical Order Support (Attachment 1), Logistics Management Administrative Support (Attachment 2) or both. If offerors choose to submit proposals for both efforts, then two separate proposals must be submitted. Do not combine efforts into a single proposal. If an offerors is awarded both efforts, two separate contracts will still be issued. Please submit all questions, concerns and/or discrepancies to the Contracting Officer NLT 4 FEB 15, 4:00 P.M. MST. The Estimated Milestone Schedule : Early Submittal of Past Performance Data, not required: 17 FEB 15Proposal Responses Due: 26 FEB 15 Clarifications/Discussions, if required: 9 MAR 15 Award: NLT 31 MAR 15 Transition Period: 1 APR 15-30 APR 15 Contract Start: 1 MAY 15 Technical Order Support: The primary purpose of this effort is to support and assist the Government in developing and maintaining Air Force Nuclear Weapons Technical Orders (TO). This includes template development, writing, editing, graphic maintenance, quality assurance, preparation in digital format, distribution and assist with TO Library management. Primary programs utilized are ADOBE Frame Maker ll, Adobe Photoshop, and Adobe Illustrator. See the attached Draft PWS for Technical Order Support for more information. Logistics Management Administrative Support: The primary purpose of this effort is to support and assist the AFNWC Service Logistics Agents. This includes scheduling and preparing for meetings, taking meeting minutes, tracking and documenting actions, performing follow-up for post meeting activities and budget management. This effort also requires basic research, analysis, and reporting of nuclear logistics and weapons information utilizing DOD automated systems. See the attached Draft PWS for Technical Order Support for more information. Location: The performance of this effort will occur in AFNWC facilities at Kirtland AFB, NM. Restrictions on Performance by Foreign Citizens (i.e. those holding non-US Passports): Foreign participation is not permitted on this requirement. The information/materials accessed during performance of this effort is "Export Controlled." The information and materials provided pursuant to or resulting from this effort are restricted under the International Traffic in Arms Regulations (ITAR) 22 C.F.R. Parts 120-130 or the Export Administration Regulation (EAR), 15 C.F.R. Parts 730-774, which control the export of sensitive technical data. Technology developed under the subject effort may be subject to US export-control laws and regulations. These laws restrict the transfer, by any means, of certain types of items information and technology to unauthorized persons. The award of a government contract does not negate the contractor's responsibility to comply with export control requirements under the Arms Export Control Act (Department of State) or the Export Administration Regulations (Department of Commerce). Potential security risks/export violations may occur when contractors employ foreign nationals or outsource portions for the contract's statement of work. The transfer of sensitive or critical unclassified technology to foreign national without approved export license is a violation of the ARMS Export Control Act and the Export Administration Act. Security Clearance: Contractor Personnel must be US Citizens and possess a SECRET security clearance at time of contract performance start and must be eligible for Critical Nuclear Weapon Design Information (CNWDI); RD/FRD, and NATO ATOMAL access. SAM: All prospective contractors must be registered in System for Award Management (SAM) in order to be eligible for contract award.
