- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR ADMINISTRATIVE FEES FOR CANCER RESEARCH FELLOWS The NAICS Code is 611310. The small business size standard is $27.5M.The Government intends to issue a sole source award to The Washington University for administrative fees to be paid for each Cancer Research Fellow (4 PhDs total) participating in the National Cancer Institute's (NCI's) Mentored Training in Dissemination and Implementation Research in Cancer (MT-DIRC) program (The Washington University has been selected by NCI to host the program). The intent of this procurement is to award based on sole source requirement. This purchase will be made under simplified acquisition procedures as authorized by FAR 13.106-1(b). The Contractor's unique qualifications are as follows: The Washington University in St. Louis has received funding from the National Cancer Institute (NCI), a branch of the National Institutes of Health (NIH), to organize and deliver Mentored Training in Dissemination and Implementation Research in Cancer (MT-DIRC), a five-day intensive training program for implementation researchers. NCI supports the attendance of 25 university-based researchers to attend the program. VA, through its Quality Enhancement Research Initiative, wishes to benefit from this valuable training resource, and wishes to allow four VA researchers to participate. NCI selected Washington University in St. Louis because of its considerable and unique expertise, background and qualifications for developing and delivering implementation science training. Washington University in St. Louis also conducts the Implementation Research Institute (IRI) and the Training Institute for Dissemination and Implementation Research in Health (TIDIRH), two training program in the field of implementation research offering education not available elsewhere in the U.S. In order for VA Researchers to attend this program, a fee (per researcher) must be paid to the Washington University for the administrative burden required of hosting this program for NCI. The VA is not in a position to select the University for these tasks, as NCI has already selected the university to be used for this program. This notice of intent is not a request for competitive quotations; however, any quotation received by 3:00PM PST on January 29, 2015 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Jaclyn.Alverson@va.gov no later than 3:00pm PST on January 29, 2015. Only proposals received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Administrative Fees for Cancer Research Fellows".
