- SYNOPSIS/NOTICE OF INTENT The Department of Energy (DOE) is issuing this synopsis as means to provide a notice of intent to award. This requirement is for the Office of Electricity Delivery and Energy Reliability; who requires executive search services for spring 2015 delivery to develop a Candidate List for the Position of Deputy Assistant Secretary (DAS) for Infrastructure Security and Energy Restoration (ISER). The Government intends to award a non-competed purchase order to J D G ASSOCIATES LTD (JDG) no later than February 2015. The period of performance for this award shall not exceed twelve (12) months. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. JDG will develop a list of qualified candidates for the position of DAS, ISER, per the requirements document below (Attachment ? Statement of Work). JDG is uniquely qualified to perform these accelerated service needs for the Department given they are the only organization with the demonstrated ability, experience, and approach, based on a recent effort to maximize competition in which solicitation DE-SOL-0006432 was released to GSA Schedule 738 X, SIN 595-21 and JDG was the only capable bidder and was awarded DE-OE0000742. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is: NAICS 541612 - Human Resources and Executive Search Consulting Services. There is no solicitation at this time. This notice does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please feel welcome to provide the following information: 1)organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2)tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Past performance information for relevant work may also be included. In accordance with Competition in Contracting Act, 41 USC 3304 (a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement, which shall be considered by the agency by Wednesday, February 4, 2015 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. [Attachment below]   Statement of Work Executive Search Services Conduct a focused search for candidates qualified for the positions of Deputy Assistant Secretary (DAS), Infrastructure Security and Energy Restoration (ISER), Office of Electricity Deliver and Energy Reliability (OE). The search strategy employed will be agreed upon with OE. OE expects that the successful submitter will work in close consultation with OE management to: 1. Review position descriptions and crediting plans and make recommendations of technical qualification factors. 2.Develop a search strategy and brief OE on the proposed strategy. 3.Contact potential candidates that meet OE search criteria. 4.Contact potential candidates that the Offeror is otherwise aware of to obtain indications of interest. 5.Acquire the resumes of potential candidates and assist those candidates in applying for a Senior Executive Service (SES) position through the office of personnel management?s USAJOBS website. 6.Evaluate potential candidates and provide status updates to OE on the relative success of the candidate search (e.g., weekly count of screened candidates who meet the search criteria). 7.Thoroughly evaluate potential candidates to determine those that meet the search criteria. Such evaluations shall include but are not limited to: a. In-depth person-to-person (or video-conference) interviews; b.Appropriate preliminary inquiries with primary and secondary references (references obtained from listed reference); c.Appropriate background evaluation to ensure candidate is likely to qualify for a DOE ?Q? Clearance; d.A careful evaluation of the candidate?s strengths and weaknesses relative to the specifications for the proposed position. 8.Advise OE promptly and offer alternative courses of action if it becomes apparent that less than five (5) qualified candidates can be presented. 9. Notify OE promptly if the search schedule will deviate, by more than two weeks, from the schedule agreed upon in the search strategy. 10.No later than the closing date of the job announcement, provide OE with the resumes of potential candidates referred to OPM?s USAJOBS website and a list of candidates the submitter considers highly qualified for the position.
