- LSJ It is the intent of the Western Area Power Administration, Upper Great Plains Region, to issue an order on a noncompetitive basis to ITRON Inc. of Liberty Lake, WA. ITRON shall provide proprietary software upgrades, security updates, service packs, maintenance as needed, and new versions of the existing software as they becomes available. As the developer/manufacturer of the software, no other source is available to meet the needs of Western for this requirement.
