Description
NASA/GSFC has a requirement for a Forecaster to carry out real-time space weather analyses and services to NASA's robotic mission operators at the Space Weather Research Center (SWRC). Prototyping of new space weather models and updates corresponding real-time research databases. Forecaster will work closely with NASA scientists at SWRC. More specifically, will be participating real-time space weather analysis activities carried out at SWRC. The analyses include detection of significant solar events, detailed analysis of the events using a variety of observational data sources and carrying out heliospheric modeling of the progression of the events. The heliospheric modeling will be used to acquire advance information about the impacts of the detected solar eruptions. The Forecaster will be carrying out real-time space weather analysis following the procedures in place at SWRC and distribute the analysis results to NASA robotic missions end-user of the information. The analysis duties also include inserting real-time analysis results into SWRC databases and possible research-based investigations of space weather events to improve scientific understanding of relevant space physical processes. Requirements Forecaster requires an internal space weather analyst level III certification. NASA/GSFC intends to fulfill this requirement using ARTEP Incorporateds Level III Certified Internal Space Weather Analyst Forecaster Dr. K. Muglach. It is our understanding the Dr. Muglach is one of only four Forecasters that have Level III Certification. Dr. Muglach is available during out period of performance February 20, 2015-August 20, 2015, the other three are not. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 6, 2015. Oral communications are not acceptable in response to this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
