Description
The Naval Sea Systems Command (NAVSEA) intends to award three sole-source bridge contracts to Alion - IPS Corporation, Gryphon Technologies, LC and Computer Sciences Corporation pursuant to 10 U.S.C 2304(c)(1), only one or a limited number of responsible sources, in support of Naval Sea Systems Engineering Directorate (SEA 05). These procurements will provide bridge contracts, for a period not to exceed 12 months, comprised of one 6-month base period and one 6-month option to allow sufficient time to finalize planning and procurement activities associated with a follow-on contract to N00178-04-D-4066-EH04, N00178-04-D-4030-EH02, N00178-04-D-4061-EH04. The bridge contracts will provide continued engineering and professional support services and technical expertise that are essential to the Naval Sea Systems Engineering Directorate (SEA 05), including program management, engineering, financial management, and technical support services. The engineering and professional support services work applies to research and development, new design, construction, conversion, modernization, and fleet support of ships, to include ship and weapon systems and sub-systems, under U.S. Navy cognizance. The contracts will also include work performed by SEA 05 in support of other U.S. government agencies such as the Military Sealift Command (MSC), the United States Coast Guard (USCG), and foreign countries where supported by memorandums of understanding or international agreements approved at the NAVSEA Deputy Commander level or higher. The work also applies to special studies and programs in the naval engineering field, as well as development and update of technical directives, standards, specification, design data sheets, instructions and drawings. The proposed contract actions are for services for which the Government intends to solicit and negotiate with only one or a limited number of responsible sources under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Delivery, inspection, and acceptance will likewise be identified in the solicitation.
