- NOTICE OF INTENT TO AWARD SOLE SOURCE 29 January 2015 The USAFE Warrior Preparation Center (WPC) hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis to Eaton Corporation. Includes: (1) ISK-M 36 Main Kit (1) ISK-S 36 String Kit (1) 701027 - iBMU Wall Mounting Kit (1) 116002 - Single Fiber wire (66 Ft.) 1 Maintenance Bypass Output Lug Modification, Cellwatch electrical connections and Panelboard Installation. 1 Cellwatch Installation and Commissioning The contractor shall provide all equipment, tools, supplies, transportation, supervision, management, and other incidentals necessary to modify the existing Uninterruptable Power Supply (UPS) systems providing critical power to support the USAFE Warrior Preparation Center building 710. The UPS protected, mission critical loads connected to the output of the three Eaton (Powerware) 9390 Uninterruptable Power Supply (UPS) systems will be systematically be reconnected to the output of the Eaton (Powerware) 9315 - 400 kVA UPS. The existing 400 kVA UPS maintenance bypass panel (MBP) located in room A01 will be modified to allow additional load connections. The loads which are currently supported by three non-operational 60 kVA UPSs, located in room A03, will be reconnected to the larger 400 kVA UPS system which is operational. The modification of the MBP and the reconnection of the loads on the 60 kVA UPSs to the 400 kVA UPS will be coordinated with the end users as this will require an outage to those loads. After the loads that are supported by the three 60 kVA UPSs have been reconnected to the larger 400 kVA UPS, the contractor will remove and dispose of the three 60 kVA UPS systems (3 UPS modules, 3 battery cabinets, and 3 MBPs). In addition, the contractor shall provide and install a battery monitoring system designed to work with the Eaton 9315 - 400 kVA UPS system. This will include mounting all equipment for the battery monitoring system, installing tabbed washers on all battery connections, installing the required communications wiring, and configuring the battery program for the battery system at building 710. The battery monitoring system will allow the end users to monitor the health of all batteries within the 400 kVA UPS system, and alert the users of changing battery internal characteristics which may cause failure of the UPS system to protect the mission critical loads. Contractor will remove and dispose of old batteries. This notice of intent is NOT a request for quote; however, all interested persons that identify to the Contracing Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be consisered solely for the purpose of determining whether to conduct a competitive procurement.
