- Synopsis The U.S. Fish and Wildlife Service (Service) intends to issue multiple Indefinite Delivery-Indefinite Quantity (IDIQ) contract in accordance with Part 16 of the Federal Acquisition Regulation. The performance period will be up to 5 years, for Engineering Service under PSC F013 Wetland Conservation. The anticipated award ceiling for each award is projected to be $1,000,000.00 per year. Most Task Orders will be for less than 50K, projected number of projects are less than 10 per year, depending on availability of funds. Maximum ceiling of $5,000,000.00 for the 5 years, possible number of awarded Contracts is less than 4, although it is projected that the Service will require only two awards. Solicitation Package is projected to be added to FBO approximately around February 11, 2015 and will closed 30 days after the posted date. Requests for Information (RFI)s will only be excepted between February 17, 2015 and February 27, 2015 via email to Lorrie Gleghorn- lorrie_gleghorn@fws.gov, please add Solicitation number to subject line for identification,. All answers will be provided via amendment to RFP 10 days prior to closing. 1.1.1 INTRODUCTION The work of the U.S. Fish and Wildlife Service (Service) focuses on the conservation and recovery of trust species and involves development of complex habitat restoration projects. The scope of work will include design and implementation of aquatic restoration projects, including site assessments, data collection, and habitat restoration planning and design in streams, wetlands and riparian habitats. This scope of work also covers minor and major stream and wetland construction projects to restore natural site conditions for the benefit of fish and wildlife. 1.2 LOCATION OF THE PROJECT WORK 1.2.1 Projects are in Oregon, Idaho and Washington States. 1.2.2 Some of the project work sites are in remote locations where materials and supplies are limited in quantity and variety. Site access can be difficult in remote areas. 1.3 TYPES OF PROJECT WORK 1.3.1 The vendor will work with a Service biologist or other Service representative to provide engineering services related to survey, planning and design, and on-site construction oversight and management for wetland, in-stream and riparian habitat restoration projects. Work will include regular field meetings with all project partners. Work will include design and construction of natural features such as wetlands, stream channels, alcoves, roughened riffles, riparian habitats and other non-typical engineering products. Project scope may also entail removal or modification of structures such as levees, bridges, water control structures and roads. 1.3.2 Work includes project management, administration, coordination, and budget tracking. This includes contract management, accounting, budget management, reporting, and coordination with heavy equipment and other contractors, partners, subcontractors, and stakeholders. On-site construction oversight may be required, including daily guidance of heavy equipment activities. 1.3.3 The vendor will collect topographic data for stream and wetland projects using standard data professional techniques and surveying methodology; conduct hydrological and geomorphological surveys and evaluations including collection of standard data such as stream cross-sections, longitudinal profiles, pebble counts, hydraulic relationships, etc. using standard methodology; and provide hydrologic and hydraulic analysis from field data, aerial photos, remote sensing data, water temperature data, and historical data. 1.3.4 The vendor will use collected data to plan and design wetland, in-stream and riparian habitat restoration projects and produce electronic and hard-copy project plans, along with material quantity and cost estimates, in sufficient detail to be used for project permitting and construction. 1.3.5 Some project types will require the vendor to provide a professional engineering stamp on the final design. 1.3.6 The vendor will be required to fully understand and be able to comply with all federal, state and local regulatory requirements governing on-the-ground activities in streams and wetlands. For this acquisition, North American Industrial Classification System code is 541330 and the Small Business Size Standard is $15,000,000. This acquisition is a Small Business Set Aside. It is anticipated that the IDIQ will be issued on or about Feburary 27, 2015. A solicitation package will be posted on FedBizOps approximately two weeks after this notice is posted. Contractors are required to register their firms in the System for Award (SAM) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer using the Invoice Processing Platform (IPP) www.ipp.gov. Registration can be accomplished through the World Wide Web at http//www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award. The Handbook and information on the registration process can be obtained via the SAM website, http://www.sam.gov. Offerors will be required to complete the annual representation and certification electronically, also located in the SAM database.
