THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO PEAK SIGNALS, LLC TO PROVIDE VOICE COMMUNICATION CAPABILITIES AT USCG SITES LOCATED IN MIDDLE CAPE, DECEPTION HILLS, AND DUFFIELD ALASKA. The United States Coast Guard announces its intent to enter into a contract on a sole-source basis with Peak Signals, LLC under the authority of FAR 13.106-1(b). The Contracting Officer has determined that the circumstances of this action deem that only one source is reasonably available. The anticipated award to Peak Signals, LLC is to procure a combination of equipment assembly, logistics, installation services and design documentation to provide voice communication capabilities at Middle Cape, Deception Hills and Duffield Alaska remote site locations. These services will support the Rescue 21 Alaska project to assemble and install communications racks at the three sites. Work also includes microwave system installation and tower climbing in support of end to end communication at the three new remote sites and associated link sites (Akhiok, Mud Bay and Yakutat). Peak Signals was competitively awarded a contract in May 2014 that included preliminary work for rack assembly, design documents and a path analysis (including a site survey) for the Yakutat microwave installation. The scope of work also included equipment assembly, and installation, however due to weather and geographic complexities, follow-on work was not able to be completed prior to contract expiration. This work requires local on-site support at the Rescue 21 Alaska offices at 100 Savikko Road, Douglas, Alaska and requires the contractor to be located in the local Juneau commuting area. The United States Coast Guard is aware of no organization in the local Juneau commuting area, other than Peak Signals, LLC. that can provide the services required above without the substantial duplication of cost and effort of the surveys, drawings, and analyses already completed by and competitively awarded to Peak Signals, LLC. However, any organization (other than Peak Signals) who believes that it is capable of providing an equivalent service in the local Juneau commuting area shall e-mail a capability statement to Kristina.A.Morris@uscg.mil and Mari.K.Meiners@uscg.mil no later than 4:00 PM EDT February 16, 2015. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
