PROJECT OVERVIEW • Established in 1792, the United States Mint Police (USMP) is one of the oldest federal law enforcement agencies in the nation. United States Mint Police Officers have the primary responsibility for protecting life and property, preventing, detecting, and investigating criminal acts, collecting and preserving evidence, making arrests, and enforcing Federal and local laws. The United States Mint Police remain on duty 24 hours-a-day, seven (7) days-a-week and safeguard over 2,800 United States Mint employees, thousands of visitors and several hundred billion dollars in gold, silver, and coinage stored in facilities located in Philadelphia, PA; San Francisco, CA; West Point, NY; Denver, CO; Fort Knox, KY; and Headquarters in Washington, DC. • This statement of work outlines the continuous need for a law enforcement apparel vendor to provide the Unites States Mint Police with police uniforms, footwear and other ancillary police equipment. The vendor will provide a FREE web site exclusive to the United States Mint Police and its six field sites. This exclusive web site must be available to all United States Mint Police Quartermasters on a 24/7 basis. 2. SCOPE OF WORK FOR THE UNIFORM CONTRACT: • Must provide at the minimum the following uniform items and equipment to include in house alteration of the Class "A" (Dress Uniform / "Special Events"); Class "B" (Utility Uniform); Class "C" (Detective / Inspector Uniform); Bike Uniform; Honor Guard Uniforms. Contractor shall meet standards set forth by the United States Mint Directive (MD) 18 attachment A and B. See Exhibit 1. This must also include but not limited to the following items: • Embroidery of all United States Mint Police Badges, Collar Rank and Patches • Embroidery of Names and Titles on all required Uniform shirts and jackets • Metal Engraved Name Plates • Sewn Shoulder Patches / Chest Patches / Sergeant Chevrons /Rank/ and other insignia as needed • Sewn Name Tapes • Sewn Badges • Gold Name plates • Gold Pin on Rank • Insignias (Embroidered / Metal) • Tailoring of all uniform orders (Shirts / Pants) • TDU Police Uniform Shirts (Short Sleeve / Long Sleeve) • TDU Police Uniform Pants • Class A Uniform Shirts (Short Sleeve/ Long Sleeve) • Class A Uniform Pants • T-Shirt, Polo Shirt, Mock Turtleneck, ties and tie tacks • Rain Gear Top (Custom Badge) • Rain Gear Pants • Footwear (Male and Female) • Duty Belts (Leather and Nylon) (to include inner belts) • Magazine Pouches (Leather and Nylon) • Hand Cuff Case (Leather and Nylon) • Radio Holders (Leather and Nylon) • O.C. Holders (Leather and Nylon) • Holsters (Leather, Nylon and Composite) • Belt Keeper (Leather and Nylon) • Batons (21 inch and 16 inch) • Glove Pouches (Leather and Nylon) • Flashlight Holders (Leather and Nylon) • Key Holders (Leather and Nylon) • Flashlights • Oleoresin Capsicum (1.4 oz.) • Hand Cuffs • Hand Cuff Keys (small and large) • Hats (Cold Weather; Baseball Style; Police 8 point / round hats) • Bullet Proof Vests (Dress Vest Cover / Under the Shirt Covers) • Gloves (Honor Guard Gloves (White); Winter Gloves; Search Gloves) • Police Bags (Duffel / Backpacks) • Badge/Credential Case (Custom) • Training Weapons (Blue / Red) • Emergency Supply Kits (Medical/Bio/Chemical) • Gas Masks w/ Filters • Fit test machine (PortaCount Pro) with all replacement parts. a. Contractors must provide samples of all sewn on Police Badges (includes ball cap, watch cap, uniform and outer vest shirt badges), Police Shoulder Patch, Police Chest Patch, Sergeant Chevron, all sew on rank, Mini Police Patch for ball cap, Honor Guard Rocker, Names Strips (both shirt and outer dress vest cover), Embroidered Badges, Embroidered Titles, Metal Name Plates and Badges with the submission of bid proposal. See Exhibit 2 b. Contractor must provide samples of both male and female body armor to include inner and outer custom dress vest cover. Body armor other than what is on the current MOD Uniform/Equipment List, See Exhibit 4, must meet all level III NIJ standards. A current ballistic vest testing certificates (male and female) must be submitted. The out Dress Vest cover must meet USMP specifications, See Exhibit 3. Contractor must provide sizing forms (male and female) for officers to be submitted electronically. Please confirm your understanding of this requirement. c. At the request of the Contracting Officer's Representative (COR), the Contractor shall also provide items for the testing of effectiveness, quality and endurance. These items shall be ordered in small quantities and shall be at the expense of the United States Mint Police. Contractor must have the financial capability and resources to add vendors and products at will. Please explain how you will do this. d. Contractor must maintain appropriate stock level of patches to be applied or ordered by customer on demand. Please describe how you can achieve this. e. Contractor must have order and stock capabilities within 30 days of award to begin order fulfillment. Please provide an example of recent contract where you succeeded in doing this. f. In- house customization is provided at no additional fee to the United States Mint. Please confirm your understanding of this requirement. 3. UNIFORM ITEMS AND EQUIPMENT MOD LIST : The Contractor must provide all of the following items on MOD Uniform/Equipment List dated 12-15-2015. See Exhibit 4. Contractors must provide brand name, manufacture name and model numbers with each item submitted on a MOD list, to include pricing of each item. The pricing of each item will include all shipping cost, no matter the amount of each order. Samples upon request with the bid or before the contract are awarded. 4. SERVICE DESCRIPTION OVERVIEW FOR UNIFORM, APPAREL AND ANCILLARY EQUIPMENT ORDER -TO-DELIVERY a. DELIVERY TIMES FOR CLASS "A"; "B"; "C"; BIKE UNIFORMS; HONOR GUARD UNIFORMS - The Contractor shall deliver all uniforms within three (3) calendar days of order placement; the Contractor shall maintain a sufficient stock of these items to ensure that the delivery requirement is met. Specifically, this turnaround time applies to "A"; "B"; "C"; BIKE UNIFORMS; HONOR GUARD UNIFORMS; that are neither unusually large / small. In the event that an item ordered is considered either unusually large or small, the Contractor shall propose an anticipated delivery lead time to the COR the day of the order. b. DELIVERY TIMES FOR ALL OTHER ITEMS - Items excluding "A"; "B"; "C"; BIKE UNIFORMS; HONOR GUARD UNIFORMS SHALL be delivered by the Contractor within five (5) calendar days of order placement. Contractor shall maintain sufficient stock of such items to ensure that the delivery requirement is met. In certain cases, the Contractor may submit written notice to the COR, within 24 hours of the United States Mint order that the items required will take more than five (5) calendar days to deliver. Such notice shall include both a firm date by which the goods shall arrive at the specified facility and an explanation of the circumstance causing the goods to be delayed beyond the standard delivery date. c. DELIVERY TIMES FOR ALL CUSTOMIZIED BALLISTIC VEST - will be delivered by the Contractor within 15 calendar days of order placement. This will include the outer customized dress vest cover. See Exhibit 3 for outer dress vest cover. d. DELIVERY COSTS - other than expedited shipping requests, all shipping is to be FOB Destination (no additional cost to the United States Mint). 5. ORDERING, ORDER-TRACKING AND REPORTING a. The Contractor shall provide to the United States Mint, at no additional cost, a secure and reliable system or method for the placement and tracking orders, and for use in regular reporting activity by the COR. The site must provide individual password protected login credentials, have multiple user capabilities and approval processes / authorizations built into the site. Must have ability to inactivate an office immediately upon leaving position voluntary or involuntary. Reporting capabilities need to include: sales, returns, approvals, pending or completed transactions. Also, reporting by location or by facility quartermaster. The Contracting Officer (CO) is the only individual authorized by the United States Mint to approve orders. b. Contractor must provide a standalone customized ordering system for each of the United States Mint Police field sites. Ordering system will be based as follows: See Exhibit 5 Web Based Uniform Ordering Platform. c. Contractor must provide a working sample and/or link of the exclusive web based ordering system to be used by the United States Mint Police. d. Contractor must provide training on the United States Mint Police exclusive web based ordering system. e. Contractor must have a designated team of sales professional to who work directly with COR and the contract. Provide sales organization chart and functions the team of individuals will perform. f. Contractor must be able to pack shipments by man with onsite kitting capabilities. Please list how this is accomplished by your team. 6. EQUIPMENT DELIVERY: Delivery is required to all six (6) of the following United States Mint facilities: US MINT DC US MINT FTK United States Mint Headquarters United States Bullion Depository 801 Ninth Street NW East Bullion Boulevards Washington, DC 20001 Fort Knox, KY 40121 US MINT PHI US MINT SF United States Mint Philadelphia United States Mint San Francisco 151 North Independence Mall East 155 Hermann Street Philadelphia, PA 19106 San Francisco, CA 94102 US MINT DN US MINT WPT United States Mint Denver United States Mint West Point 320 West Colfax Avenue Route 218 Denver, CO 80204 West Point, NY 10996 7. MINT POLICE RESPONSIBILITIES: The United States Mint Police Contracting Officer Representative shall provide to the Contractor the officer(s) name, rank, measurements, and all other pertinent uniform sizing / customizing information. The Contractor shall provide customization considered integral to the appearance of United States Mint Police uniforms such as embroidery, patch stitching, badge application, sewing and tailoring of all uniform items. 8. SITE MANAGERS: There shall be a Site Manager at each of the United States Mint's six (6) facilities. This Site Manager is responsible for monitoring all orders placed at his or her field site. 9. SAFETY AND HEALTH CONSIDERATIONS: The contractor agrees to implement the appropriate safety and health protocols and procedures.
