Description
The National Institute of Health (NIH), National Library of Medicine (NLM), intends to award a sole source purchase order for the Office of Laboratory Animal Welfare (OLAW) to Public Responsibility in Medicine and Research's (PRIM&R), 20 Park Plaza Boston, MA 02116, for planning and support to participate in PRIM&R's Institutional Animal Care and Use Committee (IACUC) conferences. PRIM&R provides access to educational programs and conferences in the subjects of biomedical, animal, behavioral, and social science research. Workshops and conferences are an educational opportunity for NIH employees to gain professional certification. The North American Industry Classification System Code (NAICS) is 541720-Research and Development in the Social Sciences and Humanities. PRIM&R is the only responsible source known to host the IACUC conferences. It is NLM's intent that the proposed action may be awarded on a sole source basis to Public Responsibility in Medicine and Research's under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. The anticipated award will include a 12-month base period with four 12-month option periods. Background OLAW is responsible for the general administration and implementation of the PHS Policy on Humane Care and Use of Laboratory Animals, and does this through a variety of educational and assurance mechanisms. One such mechanism is the support of educational workshops and conferences. There is a particular need for basic training of incoming IACUC members in the practical implementation of the PHS Policy and in advanced and complex topics affecting IACUCs, and for educational opportunities that address how to achieve and coordinate compliance with the major oversight systems, including OLAW/PHS. The annual PRIM&R IACUC Membership Conference is the largest educational and networking conference for individuals and organizations associated with animal care and use committees. The IACUC Conference presents plenary and breakout sessions on key topics of interest to IACUC members, researchers, institutional officials, medical professionals, government personnel, subject advocates, academics, policy makers, and pharmaceutical and biotechnology leaders. Contractor Objectives and Tasks Independently, and not as an agent of the Government, the contractor shall present the annual PRIM&R IACUC Conference. The contractor shall make a concerted effort to solicit appropriate participation of women, racial/ethnic minorities and persons with disabilities, and other individuals who have been traditionally underrepresented in science, in accord with the NIH Policy "Guidelines on Inclusion of Women, Minorities, and Persons with Disabilities in NIH Sponsored Intramural and Extramural Scientific Meetings and Conferences." (http://grants.nih.gov/grants/guide/notice-files/not95-123.html) The conference shall be held at accessible sites, as outlined by section 504 of the Rehabilitation Act of 1973 and, as applicable, the Americans with Disabilities Act of 1990 that permits convenient accessibility for attendees. Participants with disabilities will be permitted to voluntarily identify any special needs. The conference shall be open to all individuals completing the appropriate registration form and paying the required registration fee, until such time as physical capacity for the meeting is reached. In addition, this conference shall provide attendees with an opportunity to receive updates from the federal agencies governing animal subject's research and to engage in open and candid dialogues with agency representatives. The program shall include several plenary sessions and four series of breakout sessions with numerous different workshops and/or didactic sessions offered within each set. These breakout sessions shall enable participants to discuss issues and concerns, learn about best practices and other useful initiatives, and interact with knowledgeable leaders from both the IACUC community and the federal agencies. Sole Source Justification In accordance with FAR 6.302-1, Only One Responsible, PRIM&R is the only organization to host the IACUC conferences. This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by NLM. Responses must be in writing and must be submitted electronically to Eliza Menchaca, Contract Specialist at eliza.menchaca@nih.gov by 4:00 PM EST on, February 02, 2015. Proposals must include pricing information and should reference pre-solicitation notice No. NIHLM2015394. No late responses will be accepted.
