Description: In conjunction with plan to award a competitive follow-on contract during Fiscal Year 2016, the Government has changed the intended period of performance for this sole source contract in order to ensure vital mission package integrator services continue until the competitive contract is awarded. The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office (PEO) Littoral Combat Ships (LCS), intends to award a sole source contract to Northrop Grumman Corporation, Aerospace Systems, 600 Grumman Road West, Bethpage, New York, 11714, for integration services, the production of one mission package, and sustainment in support of the LCS Mission Modules Program. Northrop Grumman developed and is the producer of the mission modules which are comprised of shipping containers and support equipment; and the overall integration of these mission modules. Mission modules initial increments are expected to complete Developmental Testing (DT) in 2015-16 and are scheduled to undergo Technical Evaluations (TECHEVAL) and Operational Test & Evaluation through 2017. The Government intends to award a competitive follow-on contract in 2016. Please see pre-solicitation N00024-15-R-6300 for details on the competitive follow-on contract. However, until this competitive follow-on contract is awarded, Northrop Grumman is the only responsible source capable of fulfilling the Navy's requirements for LCS mission module production, integration services, and support at this critical time in the program, where award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The sole source contract will have a one year base award, a six month option, and two three-month options. The estimated period of performance for the base period is through June of 2016. If required, and all options are exercised, the period of performance extends through June of 2017. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
