There will be a site visit for vendors on February 10, 2015 at 10:00am at the El Paso VA Health Care Systems located at 5001 N. Piedras St, El Paso, TX 79930. STATEMENT OF WORK: The work required is a partial upgrade of an existing analog video surveillance system to a new Avigilon IP-Based, High Definition, Megapixel Video Surveillance System or an equivalent system. The system shall consist of (73) new high definition cameras throughout the facility. 67 new interior 2-megapixel HD ceiling domes cameras will be provided and installed between 2nd floor room marked C-209 and throughout the third floor. 4 new exterior 5-megapixel HD Bullet cameras viewing the 3rd floor South parking lots and 2 new exterior 2-megapixel HD PTZ cameras viewing the 3rd floor South and West parking lots. All existing cameras which are not replaced, under this statement of work (a maximum of 60), will be re-connected to the Network Video recording System using applicable Video Encoders. Video workstations will be located in the Police Command Center with large wall-mounted high definition monitors for easy viewing of all cameras. All cameras will be set for motion activation to record only when motion is detected in the camera field of view. 5 network video recorders with storage capacity of 10 Terra Bytes each to accommodate for a 25 to a full 30 days of video storage on all cameras. All existing wiring shall be used to reduce the overall cost of the upgrade and reduce, substantially, disruption to hospital operations during the upgrade process. Installation of new cameras, DVRs, and associated wiring, power sources and data switches in order to make the SSTV system ready for recording and surveillance operations. Mounting cameras, power boxes and switch gear can be expected during this work phase. All non-functioning wirings will be removed and some trenching to lay data lines will be required as well. Vendor will clean and return landscape and interior work areas to original condition. The contractor will be responsible for providing the cost of all labor and items. "The C&A requirements do not apply and a Security Accreditation Package is not required." 1.1.1 GENERAL INFORMATION: The El Paso Veterans Affairs Health Care System (EPVAHCS), El Paso, TX 79930, has a requirement for a Security Surveillance Television System, also known as a Closed Circuit Television System. This will includes the following sites for coverage and will have the capability: -El Paso VAHCS Main Site, 5001 N. Piedras Street, El Paso, TX 79930 -73 Cameras -See above for further details under Line 1 1.1.2. DEFINITIONS: A. CONTRACTING OFFICER (CO). Federal employee who is warranted by the government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts. B. CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR). Individual designated by the Contracting Officer to place orders, furnish technical guidance, advice, certify invoices, and provide general supervision of' the work performed under the executed contract. 1.1.3 Technical Requirements: The system is expected to be functional, operate as designed and free from anomalies. 1.1.4. DELIVERY: Vendor will travel to location and initiate work according to GSA contract standards and requirements. 1.1.5 TRAINING: Upon completion of the installation of all systems, the Vendor is to train appropriately identified staff on the operations of the system, routine user maintenance requirements and standards, password protection features and user accounts if any. Additionally, vendor will instruct end user of the methods required to transfer data to media storage devices for external storage. Vulnerabilities and limitations will be disclosed prior to Vendor departing premises. Vendor will be available for consultation if questions arise. 1.1.6 MAINTENANCE & ASSISTANCE: As required by Warranty. The Vendor will be available for consultation regarding routine maintenance, warranty work and operational assistance for the system itself. 1.1.7 Warranty: Included standard factory warranty and should be specified once contract is awarded. 1 year on all labor.
