Description
SOURCES SOUGHT SYNOPSIS The Navajo Area Indian Health Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Laboratory Technical Consultant. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621511. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) Provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and a single award MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. If you have any questions concerning this opportunity please contact: Mrs. Priscilla Duncan, Contract Specialist. APPENDIX 1: Laboratory Technical Consultant 5.0 Performance-Based Requirements. The Contractor shall provide Laboratory Technical Consultant services in the delivery of patient care to the Indian Health Service. Specific tasks include the following: 5.1 Laboratory Technical Consultant Duties: 5.1.1 The technical consultant is responsible for the technical training of the laboratory personnel as assigned. He or she must be available to the laboratory on an as needed basis to provide consultation, as specified in paragraph (a) of this section. 5.1.1. a The technical consultant must be accessible to the laboratory to provide on-site, telephone, or electronic consultation; and 5.1.1.b The technical consultant is responsible for- 5.1.2 Assist in selection of test methodology appropriate for the clinical use of the test results; 5.1.3 Validation of the test procedures performed and the laboratory's test performance characteristics, including the precision, accuracy, linearity and reportable range of each test and test system; 5.1.4 Enrollment and participation in an HHS approved proficiency testing program commensurate with the services offered; contributes to the proficiency testing program by ensuring samples which are to be adequately handled prior to testing, rotated among designated testing personnel, and electronically transmitted prior to deadline; review of reports for quality control assessment in comparison to peer groups method or instrumentation and recommends corrective actions if necessary. 5.1.5 Validating the laboratory quality control program is appropriate for the testing performed and recommending the parameters for acceptable levels of analytic performance and ensuring that these levels are maintained throughout the entire testing process from the initial receipt of the specimen, through sample analysis and reporting of test results; 5.1.6 Participate and validates steps to resolving technical problems and recommends remedial actions to prevent deviations from the laboratory's established performance specifications; 5.1.7 Notifies supervisor or designee when test system malfunctions so that recommended corrective actions can be taken and the test system is functioning properly; 5.1.8 Conducts competency checks and training of all personnel as directed by the supervisor and assuring that the staff maintains their competency to perform test procedures, and including reporting procedures. The methods for validating of the competency of the staff must include, but are not limited to- (i) Direct observations of routine patient test performance, including patient preparation, if applicable, specimen handling, processing and testing; (ii) Documenting the recording and reporting of test results; (iii) Review of intermediate test results or worksheets, quality control records, proficiency testing results, and preventive maintenance records; (iv) Direct observation of performance of instrument maintenance and function checks; (v) Testing previously analyzed specimens, internal blind testing samples or external proficiency testing samples; and (vi) Facilitation of problem solving skills; and 5.1.10 On an individual assignment or project basis, participates in development work related to clinical laboratory operations to include; (a) formulating, documenting and introducing new tests/examinations into the laboratory; (b) defining and installing quantity standards and controls to insure accuracy of test results; (c) establishing standards and preparing instructions for calibrating, adjusting and repairing of equipment instruments and standardizing solutions. 5.1.11 Develops, implements, monitors, evaluates and revises or updates laboratory policies and procedures or instructions for the effective management of the Quality Assurance and Quality control programs. Ensures policies and procedures, specific objectives, priorities and standards of care are consistent with regulatory agencies requirements. 5.1.12 Provides guidance and training to ancillary laboratory and other personnel when designated as "Lead Tech" of assigned section or specializations. 5.1.13 Supports the laboratory's "Quality Assurance Program" for continuous surveillance to meet all accreditation guidelines, mitigate risk, and participates in identifying potential threats to patient care and safety while fostering the vision and mission of the organization. 5.1.14 Maintains professional knowledge and proficiency in medical technology through continuing education, staff meetings, and participation in professionally oriented activities. Contractor Qualification Requirements: The contractor shall provide to the Laboratory Director of Crownpoint Service Unit following documentation: 6.1.1 The laboratory must employ one or more individuals who are qualified by education and either training or experience to provide technical consultation for each of the specialties and subspecialties of service in which the laboratory performs moderate complexity tests or procedures. 6.1.2 Have at least one year of laboratory training or experience, or both in non-waived testing, in the designated specialty or subspecialty areas of service for which the technical consultant is responsible; or 6.1.3 Have earned a bachelor's degree in a chemical, physical, biological, applied science or medical technology from an accredited institution; and 6.1.4 Have at least 2 years of laboratory training or experience, or both in non-waived testing, in the designated specialty or subspecialty areas of service for which the technical consultant is responsible. 6.2 The technical consultant requirements for "laboratory training or experience, or both" in each specialty or subspecialty may be acquired concurrently in more than one of the specialties or subspecialties of service, excluding waived tests. For example, an individual who has a bachelor's degree in biology and additionally has documentation of 2 years of work experience performing tests of moderate complexity in all specialties and subspecialties of service, would be qualified as a technical consultant in a laboratory performing moderate complexity testing in all specialties and subspecialties of service. Knowledge, Skill and Abilities required for Laboratory Technical Consultant:  Knowledge in governmental accrediting (TJC, CMS, CLIA, ABB) and regulatory safety agencies (OSHA,) requirements for clinical laboratories;  Understands and complies with regulatory requirements surrounding laboratory activities, including legal, technical, professional and administrative rules to ensure sustained compliance with governmental accreditation agencies for providing continuum of care of laboratory services;  Ability to produce policies and procedures for sections of the laboratory, ensuring specific objectives, priorities and standards of care are consistent with regulatory agencies requirements;  Skilled at verification of the test procedures performed and the establishment of the laboratory's test performance characteristics, including the precision, accuracy, linearity and reportable range of each test and test system;  Capable of ensuring an appropriate "Quality Assurance Program" is in place for continuous surveillance to meet all accreditation guidelines;  Experience writing a Plan of Action (POA), Measures of Success (MOA) or Evidence of Compliance (EOC) for The Joint Commission (TJC) post unannounced survey visit;  Ability to establishing a Quality Control (QC) program and appropriate for the testing performed and recommending the parameters for acceptable levels of performance provide including troubleshooting assistance when QC or PT not acceptable;  Accomplished in enrolling, oversight and participation in an HHS approved proficiency testing program for the laboratory;  Capable of creating and planning a clinical training program and provide continuing education for staff including execution of a comprehensive re-training and competency assessment programs;  Serve as lead clinical consultant working with physicians, laboratorians and other healthcare providers to implement innovative solutions;  Knowledge in preparing for inspections or providing mock inspections;  Demonstrates accuracy, thoroughness, initiative and efficiency in reporting problems;  Experience in Gap Analysis and Strategic Planning;  Be comfortable managing ambiguity/ changing priorities;  Excellent problem-solving skills and strong communication skills  Culturally sensitive;  Six-Sigma / Lean Laboratory Applications;  Laboratory Billing Efficiencies and Revenue Enhancement  Pre & Post Analytical Optimization
