This is a Request For Information Only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: CLASSIFICATION CODE: Q - Medical Services; (Q519- Medical -Psychiatry) NAICS CODE: 621 - Psychiatry Services; 561320 - (Temporary Staffing Services) Network-9 Contracting Office on the behalf of the Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Memphis area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Supply Schedule Website at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and Memphis VA Medical Center are conducting market research for a Contractor to furnish ultrasound procedures for the Department of Veterans Affairs (VA) at the Memphis VA Medical center, 1030 Jefferson Avenue, Memphis, TN 38104. Please review the draft Statement of Work Statement (SOW) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. STATEMENT OF WORK: SERVICES TO BE PROVIDED: GENERAL 1.Statement of Work: The contractor will provide board certified (preferred) or board eligible Psychiatrists to perform the requirements of this contract within Mental Health Service at the VA Medical Center (VAMC) Memphis, TN. The provided care shall cover the ranges of staff psychiatrists to perform all duties and responsibilities of an inpatient/ outpatient staff Psychiatrist. 2.Although two LOCUM Tenen psychiatrists are on the contract, the government determines if there is a need for 0, 1, or 2 contract employees at any given time. The Government will inform the contractor 30 days in advance if a contract employee is not needed anymore. 3.In FY15, only one LOCUM contract psychiatrist will be funded. For FY16 to FY18, a budget plan/request for two LOCUM contract psychiatrists will be submitted; however, the government will determine the need during these years. 4.Government Inherent Functions: Contractor shall not perform inherently governmental functions. This includes, but is not limited to, determination of agency policy, determination of Federal program priorities for budget requests, direction and control of government employees, selection or non-selection of individuals for Federal Government employment including the interviewing of individuals for employment, approval of position descriptions and performance standards for Federal employees, approving any contractual documents, approval of Federal licensing actions and inspections, and/or determination of budget policy, guidance, and strategy. 5.Contractor Supervision and Control: This is a contract for healthcare resources to be furnished on-site at the VAMC in Memphis, Tennessee located at 1030 Jefferson Ave, Memphis, TN 38104. 6. Refer to the Quality Assurance Surveillance Plan that provides a systematic method to evaluate performance for the stated contract. CLINICAL DUTIES 1. The contractor shall independently, and not as an agent of the government, exert its best efforts to furnish the necessary personnel to perform work in accordance with the Statement of Work and all other requirements of the solicitation and subsequent contract. The Contractor shall have ultimate responsibility to ensure all contract obligations are fulfilled, and the Contractor shall supervise, oversee, manage, and otherwise direct the contract employee to ensure contract obligations are fulfilled. The government project officer, Chief, Mental Health Service, Section Chief of Psychiatry, and/or Contracting Officer's Representative (COR) will monitor the individual's performance and communicate with the Contractor to ensure performance standards are achieved and contract requirements are met. Duties include, but are not limited to: a. Outpatient Services: providing assessment, psychotherapy and medication management/ stabilization in all settings, i.e., Psychiatry Ambulatory Care Services, Post Traumatic Stress Disorder, Substance Abuse Treatment, Psychiatry Walk-in Clinic/Triage/ER, performing Mental Health and Post Traumatic Stress Disorder Compensation and Pension (C&P) examinations; and Emergency Department (ED) coverage when needed. b. Professional Supervision: providing professional supervision to Advanced Practice Nurses, Physician Assistants, Psychiatry Resident Physicians, Psychology Interns, Medical Students, and Advanced Practice Nursing Students. 2. The contract employee shall practice independently, using professional judgment and expertise to make decisions about services and treatment provided to veterans and their significant others/family members. Contract employee consults with the Section Chief of Psychiatry (project officer), as needed and with colleagues to develop knowledge and apply agency policies and practices to new matters. His/her work shall be reviewed by the project officer for technical adequacy and conformance with procedures and practices applicable to the Veterans, and project officer reviews/evaluations shall be forwarded to the Contractor on a regular basis to ensure Contractor has sufficient feedback for proper supervision and control of the contract employee. 3. Location of services will be provided at the Veterans Affairs Medical Center (VAMC) Memphis. Assignments will be at the discretion of the supervisor based on workload needs. Must be clinically competent to perform examinations, diagnosis, and therapeutic treatment, be effective in handling emergencies, patient management, supervision of trainees, independent practitioners, and support staff, and document in patient records. Must manage unscheduled mental health patients in crisis into daily schedule. Must be effective in teaching (patient education, trainees, and co-workers). Must be effective in planning, using administrative judgment and should have sound decision making skills. The Contract employee must follow and meet all VAMC Memphis policies, rules, and regulations. Additionally, the contract employee will be required to utilize the electronic medical record and other computer programs available to staff medical center, participate in organization meetings requested, and be required to have Basic Life Support Certification. 4. Normal work schedule will be Monday through Friday from 8:00 a.m. - 4:30 p.m. with 30 minute lunch break. 5. Supervision: Will report to the Section Chief of Psychiatry who reports to Chief, Mental Health Service and/or other designated supervisors. 6. The contractor employee must be competent in the use of computer technology and the utilization of an electronic medical record. This includes keyboard data entry of all medical record entries, consults, medications and other orders, and progress notes. Contractor must be effective in planning and utilization of time, utilizing administrative judgment and demonstrating sound decision-making skills. 7. The contractor employee must have completed VA minimum training requirements, fingerprinting, and the credentialing and privileging process prior to beginning work on station.
