- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project to Rehabilitate the Wiring and Replace the Limitorque Operator at the New Bedford Hurricane Barrier in New Bedford, MA to determine the interest, availability, and capability of 8(a), HUBZone, Economically Disadvantaged Woman-Owned, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238210. The project is planned to be issued on or about July 2015. The construction will occur in the fall of 2015 and is expected to take about three months, including submittal approval. The estimated construction cost is between $100,000.00 and $500,000.00. This project consists of the following components: 1.Replace the electric power cables in existing conduits from the Operator's House (located adjacent to the Navigational Gate) to each sluice gate through the harbor dike. There are two parallel sluice gates at each of two locations for a total of four sluice gates through the dike. 2.Replace the control cables in existing conduits from the Operator's House to each sluice gate. 3.Replace the Limitorque Operator for sluice gate #1 with a new operator of same quality. This will need to work with the existing gate stem. The operator is the original 1963 unit. 4.Replace the local controls, the remote control of the gate from the Operator's House, plus the remote indicator signal going to the Operator's House. The control wiring should function at 120 volt. 5.Replace the enclosure cabinet that covers the new operator for sluice gate #1. 6.Dismantle, clean, inspect and lubricate the 3 Limitorque operators that are not being replaced. Provide a letter report on findings regarding the condition of the 3 Limitorque operators. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. NOTE: As part of the Solicitation, to be issued later in Spring 2015, the apparent low bidder will be required to provide a statement of qualifications. Details will be included in the solicitation. Responses are due 9 March, 2015. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Douglas R Raney. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one Electronic copy on CD/DVD. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
