- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Association of Metropolitan Planning Organizations (AMPO) to support AMPO-led work groups to continue the Travel Modeling Work Group and the Management and Operations Work Group in years 2015 and 2016. FHWA is eager to continue these work groups to build the capacity of Metropolitan Planning Organizations (MPO) and their planning partners to address the planning challenges they face. The AMPO Travel Modeling Work Group was first created in 2002 to bring travel demand modelers together to exchange information and share practices. The AMPO Management and Operations Work Group brings together practitioners in consultation with FHWA leadership to address management and operations (M&O) initiatives and broader performance based planning and programming (PBPP) requirements in MAP-21. Participants focus on best practices in incorporating M&O into the planning process; performance measurement; performance-based planning, and programming (PBPP); and data collection and application for operations planning. The Management and Operations Work Group provide a vital resource for key stakeholders and FHWA. Small, medium, and large MPOs share and promote an understanding of M&O and PBPP practices, identify priority research areas, and provide practitioner expertise to FHWA decision-makers. Their support and technical assistance has been critical to the ability of the FHWA and our MPO stakeholders to get them up and running as quickly as possible to meet the requirements of Federal transportation programs. The proposed action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $121,000.
