Description
Amendment #2 adds a 6th area of interest. This Amendment #2 has been executed to make one change to BAA 0002-14. 1. A 6th area of interest has been added to this BAA as follows: C.6 Advanced techniques to reduce aging of backorders Research shall focus on ways to determine when outstanding backorders may be cancelled or addressed in innovative ways, rather than filled using "conventional" practices that tend to be costly and time-consuming. These methodologies should address determining when backordered items are, in fact, no longer needed by the customer, may "safely" be cancelled for other reasons, or are suitable for procurement using innovative methods. Examples of innovative methods could include: filling orders for non-procurable items from new sources using existing technical data obtained from non-DLA sources or identifying items that are soon likely to become non-procurable so that new procurement solutions for them may be developed ahead of time. Projects focused primarily on proposing the use of additive manufacturing as a solution to aged backorders, however, are NOT included in this area of interest. Expected results should include, in addition to reducing backorders, "right-sizing" DLA inventory, freeing up DLA purchase authority for other needs, decreasing operating costs, and improving performance.
