Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Crash Risk Associated with Drug and Alcohol Use by Drivers in Fatal and Serious Injury Crashes Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to examine the crash risk of alcohol and other drugs in motor vehicle crashes involving injuries and fatalities. This study is needed to provide better information on the extent to which drugs, including alcohol, may be involved in increasing the risk of injuries and fatalities in motor vehicle crashes. NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associate with vehicle use and highway travel. Current data is essential to develop future approaches to improve traffic safety. Pursuant to 23 U.S.C. § 403, NHTSA is authorized to collect data and develop programs appropriate for highway traffic safety. In 2010 and 2011, NHTSA conducted the first large-scale carefully controlled study in the U.S., designed to estimate the relative crash risk associated with drug use by drivers. This was a case control study that collected information from crash-involved and non-crash-involved drivers in Virginia Beach, Virginia. Data was collected from more than 3,000 crash-involved drivers and 6,000 control drivers (not involved in a crash). In Virginia Beach, research teams responded to crashes 24 hours a day, 7 days a week, over a 20-month period. In order to maximize comparability, efforts were made to match control drivers to crash-involved drivers. One week after a driver involved in a crash provided data for the study, control drivers were selected at the same location, day of week, time of day, and direction of travel as the original crash driver. This allowed a comparison to be made between use of alcohol and other drugs by drivers involved in a crash with drivers not involved in a crash, resulting in an estimation of the relative risk of crash involvement associated with alcohol or drug use. The Virginia Beach crash risk study included all types of police-reported crashes. The survey staff responded to 2,682 crashes, in which one or more crash-involved drivers participated in the study by providing oral fluid or blood samples. Because all types of crashes were included, there was a large percentage (66.4%) that were property damage only crashes. It is possible that the inclusion of such a large percentage of property damage crashes in the Virginia Beach crash risk study affected the resulting crash risk estimates. In order to remove this possible bias and to further refine our understanding of the risk of alcohol and drug use by drivers, NHTSA will conduct a crash risk study focusing solely on drivers involved in serious injury and fatal crashes. This study will not be examining property damage only crashes. Objective: The objective is to Examine the crash risk associated with alcohol and drug use by drivers involved in serious injury and fatal crashes and matched non-crash involved control drivers in one site. •• The study shall include over-the-counter, prescription, and illegal drugs; as well as alcohol. •• Data will include breath samples, and oral fluid or blood samples. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: •· Train all data collection staff to a high degree of proficiency, and have continual quality control measures in place. •· Develop a data entry plan. This project is complex, and there will be many variables which needed to be accounted for, and data from various sources (such as directly from the subject during data collection, and later from the lab) will need to be merged. There will be a large data set to be developed, cleaned, and managed before data analysis can begin. The contractor shall ensure that all data is properly secured and shall run quality-control checks. •· Develop a sophisticated data analyses plan appropriate to achieve the study's objectives, including weighting of data. •· Working with the Trauma Center, refining their data collection and analysis plan, recruiting and training data collectors, obtaining data, entering data, analyzing data, and presenting the data in easy-to-understand formats. •· Submit full data set in a manner that is easily interpreted by NHTSA staff of the analyses and results, in order to prepare a final report or journal articles. Format of Corporate Capabilities Statement: Any interested qualified small business firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 5 calendar days from the date of publication of this notice.
