Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: National Survey of Drinking, Drug Use, and Driving Attitudes Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to develop, design, test, and administer a national survey (by landline and wireless telephone), and analyzing, interpreting and reporting on survey data. Preparing for survey data collection shall include obtaining approval from the Office of Management and Budget (OMB), an Institutional Review Board (IRB), and meeting privacy regulations. The survey shall be administered in English and Spanish. The target population consists of driver-age (16 years and above) citizens of the United States. NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration (NHTSA) periodically conducted a national telephone survey of the attitudes, awareness and self-reported behavior of drinking and driving among the driving age (16 years and older) public. The survey, named the National Survey of Drinking and Driving Attitudes and Behaviors, began in 1991 and was conducted eight times, with the last version in 2008. NHTSA use the data to track national trends in the nature and scope of the drinking-driving problem and help determine the impact of countermeasures. The survey obtains information on the prevalence of drinking and driving among driving-age persons, the perception of impaired driving as a problem, and awareness, experience with and attitudes towards impaired driving laws. The survey did not address drug use. Changes both in the demographics of the driving-age population, and drug use and drug laws across the nation suggest that there are shifts in attitudes and behaviors in regards to drug use, and possibly alcohol, since the survey was last administered in 2008. In fact, the issue of drugged driving is increasingly relevant to traffic safety due to the growth of drug use (medical and recreational) across the nation. Since 2008, several States have relaxed marijuana-use laws by decriminalizing or legalizing medical and/or recreational marijuana (e.g., Washington, Colorado). NHTSA is focused on understanding the prevalence of drug use among drivers and its impact on highway safety. While research on alcohol use is substantial, little is known about the prevalence of drugged driving and its impact on safety. To obtain information on drug use and driving and to update key information on alcohol use, NHTSA is preparing to administer an updated version of the survey, referred to as the National Survey of Drinking, Drug Use and Driving (NSDDD). The updated survey will have fewer items on alcohol compared to the previous versions (as much is known on alcohol use at this point) and new items on drugs. OBJECTIVE: The objective is to conduct a national survey to track the status and trends in the driving public's knowledge, attitudes, and self-reported behaviors in regards to drinking, drug use (including over-the-counter, prescription, and illegal), and driving. The survey data will help monitor progress in impaired driving safety programs and reveal areas which require further attention. The data will add to the knowledge base that is relevant to NHTSA's responsibilities for providing a sound scientific basis for the development of countermeasure programs by NHTSA and its partners involved in improving highway safety. The survey will build upon the following sources: • The eight previous versions of the National Survey of Drinking and Driving Attitudes and Behaviors, administered in 1991, 19932, 1995, 1997, 1999, 2001, 2004, and 2008. The most relevant version for this project is the 2008 survey. • The 2013-2014 National Roadside Survey which was a NHTSA project that collected information from drivers on their alcohol and drug use habits, as well as breathe, oral fluid, and blood samples to measure alcohol and drug content. • NHTSA's Alcohol and Drug Crash Risk: A Case-Control Study. This study included measures of alcohol and drug use from crash-involved drivers through questionnaires and biological samples (breath, oral fluid, and blood). • The Substance Abuse and Mental Health Services Administration's (SAMHSA) National Survey on Drug Use and Health. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: •1. Develop the Survey Instrument • i. Design and pilot the survey instrument. • ii. Report the results of the pilot. • iii. Refine the survey based on the pilot results and input from NHTSA. •2. Develop the Sampling Plan and Survey Methodology • i. Develop a sampling plan that is nationally representative. • ii. Develop a sampling framework that uses landline telephones and cell phones. • iii. Use Random Digit Dialing (RDD) as a sample selection method; RDD allows the inclusion of unlisted phone numbers. For the landline sample, where multiple people are eligible and available within a given household, the Contractor shall randomly select a single respondent. No more than one respondent shall be selected from a given landline household. For the cell phone sample, the survey shall treat the cell phone as a single user device. •3. Obtain Regulatory Approval for Data Collection • i. From an Internal Review Board (IRB) • ii. From the Office of Management and Budget (OMB) package •4. Collect and Manage the Survey Data • i. The Contractor shall use methods of survey administration designed to attain a high participation rate, and shall implement quality control methods to heighten data quality. • ii. Administer the survey with Computer Assisted Telephone Interviewing (CATI). • iii. Use skilled and trained data collectors to collect the survey data. • iv. Collect the survey data. • v. Enter and manage data in a secure manner. • vi. Provide NHTSA with a copy of all data sets collected / produced for this project for direct personal computer (PC) use with full documentation for the data sets and scripts for all data analyses; Submit a detailed code book of the elements and characteristics of the databases to guide NHTSA and other interested parties in their use. •5. The Analysis of Survey Data • i. The Contractor shall weight the data using procedures appropriate to a dual frame design and which compensate for known selection biases. • ii. Analyze the data collected and compare the new data to the previous survey data (on the alcohol-related items). •6. The Final Report • i. Prepare and submit a Final Report on findings from the new data and comparisons with the previous surveys. Include an Executive Summary, Background, Method, Results, Conclusions, and Discussion. The 2008 survey report [1] provides a good model for the final report. Format of Corporate Capabilities Statement: Any interested qualified small business firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 5 calendar days from the date of publication of this notice.
