- NASA/ Ames Research Center (ARC) intends to extend Contract NNA09DB39C, Aerospace Testing and Facilities Operation and Maintenance-3 (ATOM-3), with Jacobs Technology, Inc. on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period will be extended for up to six (6) months, consisting of a two (2) month base period and four (4) one-month option periods. The period of performance will be extended from April 1, 2015 through September 30, 2015, if all one-month option periods are exercised.The extension will not increase the current contract value. The purpose of the extension is to continue to provide on-going critical testing, operation, maintenance, repair, development, and special project support for the Wind Tunnel Division, Arcjet Complex, and associated support facilities at NASA/ARC during the completion of the Aerospace Testing and Facilities Operation and Maintenance-4 (ATOM-4) follow-on procurement.The current contractor, Jacobs Technology, Inc., is considered the only contractor that can support the NASA/ARCs requirements under contract NNA09DB39C given the extensions short period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to the identified point of contact no later than 4:00 pm PST on February 18, 2015. All responsible sources may submit their capabilities/qualifications which shall be considered by the agency. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All questions must be in writing and should be addressed directly to Jill Willard, Contracting Officer, no later than 4:00 pm PST on February 11, 2015. Oral communications are not acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
