- The Federal Railroad Administration, Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to DecisionTek, LLC for services to manage the Share-Use Web-Based Tool. This source is capable of meeting the Shared-Use Web-Base tool hosting and Federal Government Security requirements. This contract is expected to extend over a six months base period with three option periods. The value of the contract is expected to be $173,800. The proposed contract action, for which the Government intends to solicit to only one source under authority of FAR 6.302, is for external hosting services for the Shared-Use Web-Based Tool for 6 months to include user support. In addition, three options will be considered in order to host the tool for an additional 6 months, to replace the Microsoft Silverlight software code with HTML 5 software code to prepare the software for deployment. Also, the following requirements are required: 1.) Provide comprehensive user support to include guidance on developing the track infrastructure, node network and an operating plan that complies with General Code of Operating plan or GCOR that allows for track outages, scheduled delays, and speed restrictions. 2.) Provide users with instructions on how to develop a passenger and freight rail schedules, how to identify scheduling and other errors that crash the software. 3.) Respond to FRA and Shard-Use comments to provide additional error trapping. 4.) Port the existing SU Track Tool from Microsoft Silverlight to HTML 5, while maintaining the software interface between GTMS and Shared USE. This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a proposal for managing Share-Use Web-Based Tool. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Devona Spivey, ( Devona.spivey@dot.gov ) no later than 1:00 p.m. EST February 19, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
