- The Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, as a small business set-aside, Video Production Services for the Bureau of Medicine and Surgery ™s (BUMED) Visual Information Directorate. The Visual Information Directorate, BUMED Bethesda Detachment is responsible for planning, coordinating and executing the production of videos to inform and educate a variety of audiences, including active duty military and civilian members, Department of the Navy personnel, Department of Defense personnel, and the public on a wide variety of topics related to Navy Medicine ™s mission and its execution through the DODINST 5040.7(Video Visual Information Production Procedures) and the OPNAVINST 3104.1A (Navy Visual Information Program Policy). BUMED VI requires the production of up to thirty (30) videos of varying lengths and subject matters. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The contractor shall create video products as dynamic, informative, and entertaining as possible that also meet the needs of the targeted audiences, which will be identified in each task order. The contractor will be responsible for the following tasks: Provide general project production oversight, including pre- and post-production activities; Delivery of multiple copies and formats of production; Provide, if necessary, camera narrator, voice-over narration, B-Roll footage, and on-camera interviews, actors; Production of videos from preproduction through final cut; and, Delivery of all master tapes, digital versions for web, digital masters, final script, copy of music licensing package, and completed video production. All contractors will be required pass a base security check and must possess a valid government issued ID. It is intended that this procurement will be processed in accordance with FAR 13.5 (Test Program for Certain Commercial Items). This is 100% small business set-aside. It is anticipated multiple award firm fixed price indefinite delivery indefinite quantity (IDIQ) contracts will result from this solicitation. It is anticipated that the ordering period will be 22 June 2015 through 21 June 2018. The solicitation, N00189-15-T-Z086, is anticipated to be released around 23 February 2015 and will be made available electronically upon its release to NECO, www.neco.navy.mil.
