Description
The Bureau of Reclamation, Mid-Pacific Region, Bay-Delta Area Office, Sacramento CA intends to negotiate on a sole source basis with AMIRIX Systems Inc. dba VEMCO, Div of AMRIX, for the purchase of acoustic fish tags, receivers, and associated equipment under the authority of FAR 6.302-1(c). VEMCO, 20 Angus Morton Drive, Bedford, Nova Scotia, Canada B4B 0L9 is the only manufacturer and only North American distributor of the required items. VEMCO equipment is currently in use by the Bureau of Reclamation for the Long Term Coordinated Operations of the Central Valley Project (CVP) and State Water Project (SWP), and the required items will be used with and must be compatible with the existing equipment. VEMCO holds existing patents, and proprietary technology is used in its equipment. VEMCO ¿s proprietary technology is the only tag technology that operates at the 180 kHz standard frequency with Pulse Period Modulated (PPM) and High Residency (HR) coding for use at unique sites in the Delta. VEMCO has the only tags using the 180kHz frequency that comply with the 180kHz listening receivers purchased by Reclamation for the projects In 2012. This proprietary technology is also used by other cooperating agencies such as the Department of Water Resources and the US Army Corps of Engineers for studies in the Delta. All participating agencies must utilize the same technology to ensure the data collected is consistent and the reporting is accurate. The awarded contract will consist of the following: 1,700 ea, V5-1x-A180-1702/1801+1702, 180kHz and HR receiver ¿compliant ¿ 0.5 g acoustic tags This notice is not a request for competitive proposals. Firms believing they can provide these supplies above must provide written notification within 5 days of the posting date of this notice to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. All responses received within the due date of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact listed below, and shall include the firm's Dun and Bradstreet number and Tax Identification Number. Responses must be received by February 11, 2015 at 2:00 p.m. pacific standard time. Firms shall identify their business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 335999 which is 500 employees.
