Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This announcement replaces the sources sought that was posted on December 18, 2014. No Solicitation is currently available. The VA Palo Alto Health Care System will be issuing a Request for Proposal (RFP) to award a construction contract to a General Contractor for Projects entitled Renovate Operating Room and Upgrade Operating Room Suite and Support Space for Clinical Expansion. At this time, it is the intent of the VA to issue project will a single solicitation with two distinct projects. Project 640-12-111P consists of renovation of approximately 10,300 s. f. of existing operating room space, demolish the vacated Research Laboratory Area D3 and Podiatry E3. Renovate and expand the existing surgical department which includes the following program elements within the demolition area: New Men's and Women's Locker, Toilet and Showers. New Bio-Medical Satellite Shop, New Vendor's Storage, New Staff Lounge/Multipurpose Room, New Conference Rooms (2), New Consultation Room, New OR Equipment Storage, New Nurse Manager Office, Renovated Public Corridor, Expanded Surgical Corridor. Removal of existing dumbwaiter system, and re-purpose of existing shaft and expand rooftop enclosure for new ductwork. The work will be subdivided into two phases of construction in order to keep the critical functions of the surgical department in operation as well as maintain the life-safety systems. In Project 640-15-145, approximately 9,000 s.f. will be subdivided into two major phases of work. In the first phase, new Operating Rooms #8 & #9, Robotics Storage, Ortho Storage, Equipment Storage, Housekeeping Aid Closet, the remainder of Surgical Corridor loop will be constructed in the available shell space. The abandoned Men's Locker, Bio Medical Satellite Office will be demolished. Within the demolition area, the new Family Waiting Rooms, Reception, Nurse Charting, Doctor's Charting, and Consult room will be constructed. In the second phase of construction, the existing OR Coordinator's Office, Control Room, Substerile, Operating Room #4 and Equipment Storage Alcove will renovated. Additionally a new Scheduler's Office will be constructed. The work areas of this project are not contiguous and will require two exterior access points in order to minimize impact to the facility. Utility connections will require access on floors above and below. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and material and perform work for construction of the project will be located at 3801 Miranda Avenue, Palo Alto, CA 94304. It is anticipated an RFP will be released on/about April 30, 2015. At this point in the procurement process, the Department of Veterans Affairs is performing market research to determine contractor socio-economic category, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) etc. and, bonding capacity. Interested firms should have experience in multi-phased construction experience in fully operational acute care hospital, specifically within an operating room suite, in addition to extensive training and understanding of OSHA regulations, electrical safety, infection control, and High Efficiency Particulate Air (HEPA) filtration systems. Interested parties shall send, by e-mail only, the following information: Socio-Economic Category; DUNS number; Maximum bonding capability for a single bid and; total maximum bonding capacity and OR renovation experience. Information shall be sent to andrea.fair@va.gov by close of business February 19, 2015. Estimated construction cost is between $15,000,000 and $20,000,000. Information received will be used in any set aside determination. The NAICS code for this procurement will be 236220.
