- THIS IS A SOURCES SOUGHT NOTICE ONLY AND NOT A REQUEST FOR PROPOSALS OR QUOTES. NO PRICING SUBMITTED WILL BE ACCEPTED FOR USE WHEN/IF A SOLICATION SHALL COME OUT OF THIS NOTICE. The intention of this notice is to seek sources that could potentially provide these services. Firms with interest and capability to respond to this requirement should develop short narrative capability statements including relevant experience and other information indicating and evidencing capability to successfully meet the aforementioned requirements. For questions regarding these services required for this requirement and to submit capability statements please contact keith.costantino@va.gov no later than February 12, 2015. The Boston VA Medical Center Research Department's Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) Biorepository has a requirement for contract for support and maintenance services to operate and maintain the NitroStore - a large robotic freezer. The current contract will soon expire and the VA is seeking sources capable of performing these services. The Biorepository requires the Contractor to operate, repair, maintain, and provide training to VA staff, and otherwise keep the NitroStore in good operating condition. The contract is anticipated to be an indefinite duration indefinite quantity ("IDIQ") contract for atleast one year performance period. BACKGROUND: The large robotic freezer store ("NitroStore") was designed and developed as a cryogenics biorepository unit or BRU (i.e. now named "NitroStore"). The Biorepository, at the Massachusetts Veterans Epidemiology Research and Information Center ("MAVERIC"), located at the VA Medical Center, Boston-Jamaica Plain campus, conducts specimen processing and storage services for multiple research studies including the Million Veteran's Program ("MVP") - a large scale genomics project that requires processing of 5 to 6 hundred research specimens per day. The NitroStore was designed and built for the government to robotically store 4 million tubes each tube containing veterans DNA and plasma specimens. Once the DNA has been stored in the NitroStore, the NitroStore will allow specific hit-picking operations to be performed that otherwise could not be done by hand (i.e. manually by a person). The NitroStore is a critical piece of equipment needed to enable storage and retrieval of very large numbers of specimens in order to conduct novel genomics research under the VA Office of Research and Development's Million Veterans Program. SCOPE: The following tasks and goals are provided as a basic overview of the scope: Contractor will provide adequately trained support personnel to operate the Nitrostore at the prescribed times and/or to reach tube count quotas. The Contractor shall ensure safe operation of the Nitrostore by providing adequately trained personnel to comply with environmental safety regulations, the Biorepository's quality management system policy and procedure, and to provide a safety watch and a log of all activities. Contractor will maintain and repair the NitroStore and otherwise keep the NitroStore good operating condition Contractor personnel will provide training to Biorepository staff to facilitate transfer of duties to a future Biorepository employee Contractor will provide emergency response services in accordance with staffing requirements Contractor personnel will assist StarLIMS database integration to get and put samples from NitroStore
